Job Description
Duties
  • You will interpret planning concepts, principles, analytics, and project development initiatives to produce planning products, services, planning criteria, and planning systems.
  • You will provide advisory or review services on specific problems, projects, programs, and/or functions related to engineering, architecture, and/or community planning.
  • You will analyze the impacts (i.e., benefits and liabilities) of facility projects.
  • You will develop plans and objectives including criteria, procedures, and instructions for facilities related projects.
  • You will serve as a technical representative on architectural and community planning projects.

  • Must participate in the direct deposit pay program.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Must be determined suitable for federal employment.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is part of a regionalized command. You may be assigned to a similar position at any site or workstation within the Hampton Roads area as a condition of employment.
Qualifications
For the GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Applying the principles of architecture and engineering to review engineering proposals or other documents;
  • Using office automated systems to administrate facilities management projects.
  • Interpreting programs, policies and functions to develop, identify, and prioritize facility management projects;
For the GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Assisting in developing and identifying facility management projects;
  • Using office automated systems to support facilities management projects.
  • Interpeting the principles of architecture and engineering to draft engineering proposals or other documents;

Education
Applicants for the GS-11 level that do not meet the specialized experience as described above may qualify with education or a combination of experience and education as follows: You have successfully completed a Ph.D. or equivalent doctoral degree directly related to the position being filled; or you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree directly related to the position being filled; or you have a combination of experience and education as described above that equal at least one hundred percent of the qualification requirements.
