Duties


  • Lead and manage the vision and alignment of a technical staff performing 6.2 applied research and development, evaluation, maturation, and integration of embedded image processing hardware.
  • Spend at least 25% of time carrying out supervisory responsibilities over a DB-03 and DB-04 workforce.
  • Resource planning, prioritization, budgeting, execution and reporting to meet Army needs and deliver transitional technologies and solutions to internal partners, Army Program Managers and, and Cross Functional Teams.
  • Collaborate with other Department of Defense organizations as well as the Army Micro-Electronics Working Group. Help shape the Army micro-electronics strategy and leverage opportunities enabled by the CHIPS Act and the DOD Micro-Electronics Commons.
  • Serve as Chief of the Embedded Hardware and Processing (EHP) Branch.
  • Work with the Chief Engineer to develop technical guidance for Embedded Hardware and Processing (EHP) Branch, develop proposals and statements of work, and respond to taskers.
  • Create, plan, and oversee embedded processing projects and programs. Identify, shape, and communicate the goals of the Branch. Perform strategic decision-making and coordination of technical efforts with others within and outside the Branch.
  • Supervise and manage Branch duty assignments, performance assessments, training and team building to promote a productive and capable workforce. Resolve employee complaints and initiate disciplinary or performance-based actions as required.
  • Provide mentorship to all subordinate personnel. Identify and assist in making arrangements for Branch training needs. Disseminate timely information to the Branch. and address concerns.
  • The Branch Chief will report to and consistently communicate with the Division Chief to ensure strategic alignment, coordination, and execution of the Image Processing Division mission.

  • Must be able to obtain and maintain a Top-Secret Security Clearance with Sensitive Compartmented Information (SCI) access.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • Extended probationary period for the Engineers and Scientists Occupational Family is three years.
  • This position requires temporary duty/business travel of up to 25% of time. This position is subject to travel on short notice (i.e., less than 24 hours' notice).

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-03 pay band (GS-13 level) in the Federal Service. Includes experience in planning and leading complex applied research, advanced technology and/or engineering initiatives and programs; identifying courses of action to solve technical and strategic problems; and managing resources. Developing technology roadmaps and new project proposals. Preparing technical correspondence and using oral communication skills to discuss complex technical issues with both technical experts, and non-expert senior leaders (GO/SES).


Basic Requirement for Engineering:


  • Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.


OR


  • Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico
  • Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
  • Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.


Basic Requirement for Physical Science (1301 series):


  • Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.


OR


  • Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


Basic Requirement for Physicist Position (1310 series):


  • Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.


OR


  • Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.


Basic Requirement for Chemistry Series (1320 series):


  • Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.


OR


  • Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.


Basic Requirement for Mathematician Position (1520 series):


  • Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.


OR


  • Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.


Basic Requirement for Computer Scientist:


Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
