The City of Oakland is currently recruiting to fill one (1) Inspector General Program & Performance Audit Manager in the Office of the Inspector General. The Office of the Inspector General (OIG) is an independent, non-partisan oversight agency whose mission is to assist in increasing community trust and ensuring public accountability and transparency in the City of Oakland police force by implementing a fair, thorough, and independent system of civilian oversight of law enforcement.
The ideal candidate will be able to audit, review, identify, and evaluate risk factors related to police performance audits, programs, and investigations. They will act cautiously yet expeditiously to make decisions and understand the factors associated with decision-making and recommendations as they relate to police reform and oversight. They also have managerial skills that will enable them to supervise others and manage systems and processes with minimal oversight without compromising confidentiality, integrity, or availability of these information assets.

What You Will Typically Be Responsible For
  • Collecting data through interviews, observations, and other appropriate research methods; analyzing and evaluating data.
  • Conducting impartial and objective audits of police performance measures in accordance with the City Charter and ordinances or as requested by the Oakland Police Commission
  • Preparing comprehensive verbal and written reports; recommending actions necessary to achieve objectives and goals; evaluating departmental controls; and identifying areas of risk.
  • Assisting in the strategic planning of conducting independent police audits and reviews
  • Conducting operational and functional audits of programs and projects; performing preliminary surveys and fieldwork; and analyzing efficiency and effectiveness measures.
  • Assisting with defining the objectives and scope of an audit or subsection, analyzing policy compliance criteria, and designing audit matrices and instruments.
  • Developing, updating, and implementing standards and procedures for conducting police performance audits and financial audits in relation to the optimal use of City funds.
  • Preparing various charts, flow diagrams, and graphic presentations for oral and written reports.

Working for the City of Oakland
Minimum Requirements For Application
This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City employees who meet the minimum qualifications. The open list will be for all other applicants who meet the minimum qualifications.
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education
A Bachelor's degree from an accredited college or university in criminal justice, business administration, public policy, public administration, or a related field. A Master’s Degree is highly desirable.
Experience
Four (4) years of progressively responsible relevant experience in public or business administration analyzing programs and projects and preparing written recommendations and reports on efficiency and effectiveness measures, including one year of experience in a supervisory or managerial role.
License Or Certificate
Successful incumbents in this job are expected to operate automotive vehicles in the performance of their assigned duties. Due to the nature of the assignment and the hours worked, public transportation may not be a cost-effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Other Requirements
Must pass a thorough background investigation.
Desirable Qualifications
  • Experience in the use of force data and review of police misconduct cases for trends and patterns.
  • Experience in audit police compliance with laws, policies, and procedures.
  • Experience in analyzing police programs and projects.
Supplemental Information
The Recruitment Process
The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the “minimum qualifications” listed for each position.
Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.
For this recruitment, all qualified applicants will be invited to the oral interview exam. You will be notified two weeks prior to the date of the oral interview. The tentative date of the oral interview is the week of July 3, 2023.
Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points, for example, if you are a Veteran with an honorable discharge, or if you are a current City of Oakland resident. If you’re applying to a “restricted” posting and you are eligible as a current City employee, you may also receive additional points for your City service. Extra points are only applied to passing scores, so if you do not pass every element of the testing process, you cannot use extra points to pass.

Disaster Service Workers
