Essential Duties and Responsibilities

• Performs a wide variety of administrative support functions to facilitate DCHA’s HQS inspection activities; ensures that activities are in compliance with all applicable DCHA and HUD requirements;

• Assists in scheduling inspections and re-inspections for HCVP Inspectors, focusing on efficient routing, allocating the appropriate amount of time for each inspection, and meeting inspections schedules as required by HUD and DCHA policies and procedures;

• Assists in scheduling annual, emergency, complaints, Supervisory Quality Review (SQR), re-inspections, HAC, initial re-inspection, extensions, and inspection for the purpose of determining substantial compliance with HCVP housing codes and HQS;

• Removes scheduled inspections for units identified as vacant; prepares and forwards related correspondence;

• Accepts, date stamps and distributes incoming mail; Notes incoming mail in automated system, including data entry and scanning documents; re-mails returned correspondence as necessary;

• Communicates with participants, landlords, DCHA staff and other agencies, etc.; Ascertains the purpose of incoming calls/e-mails/letters and utilizes judgment to determine which calls/e-mails/letters can be responded to personally, which can be directed to a supervisor and which can be referred elsewhere;

• Assists Inspections Manager, Housing Inspections Supervisor, Inspections Program Coordinator, Housing Inspectors and the Homeownership Program Coordinators as needed;

• Performs research and fact-gathering assignments to provide background information pertaining to units to DCHA staff, landlords, and participants;

• Releases HAP abatement holds upon successful re-inspection;

• Processes landlord HAP abatements for landlords upon approval from Inspections Manager or designee

• Ensures that participating landlords are notified in a timely manner of the results of inspections and subsequent recommendations for their attention and correction, if necessary;

• Ensures that program participants are notified in a timely manner of the results of the inspections and subsequent recommendations of any possible termination/reinstatement of housing assistance as per HUD, local program and DCHA requirements;

• Assists in the preparation and coordination of periodic meetings with the Inspections staff on procedure, policy or other updates;

• Meets with tenants and landlords with appointments and walk-ins, providing information in an effort to resolve their problems, and/or as appropriate referring them to other staff or the Inspections Manager;

• Performs other related duties as assigned.

Job Requirements

Education and/or Experience

High school diploma or GED from an accredited school; and at least four (4) years related experience in inspections, customer service, or other administrative capacity; or other qualifying combination of education and experience which meets the qualification requirements may be substituted.

The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.

This position has been designated by the department to require a drug and alcohol screening and background check. Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.
