Job Description
Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, (OHC). As a Human Resources Specialist (HELP DESK), GS-0201-13, you will serve as a Human Resources (HR) Specialist and HR Helpdesk Representative leading a team that develops, implements, and operates the Agency's Human Resources Helpdesk. Responsibilities Provides advice and guidance on a wide range and variety of the most complex HR issues, interpreting HR policies, standards and guidelines, conducting analysis, and recommending resolution of complex matters affecting internal and external customers. Helps cross-functional teams to develop new data collection processes and undertake the systems development life-cycle to design, develop, and implement features enabling data access. Conduct quality reviews, proofread, and edit the responses of the HR Helpdesk representative staff while providing technical analysis and expertise and develops solutions that are often unprecedented. Analyzes information, develops solutions, prepares analytical reports, and presents findings and recommendations to appropriate managers for corrective action or program changes. Requirements Conditions of Employment Qualifications ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Researching human capital inquiries using various HR systems such as USA Staffing; 2) Quality reviewing work of other staff to ensure accuracy; and 3) Responding and tracking internal and external inquiries related to various human capital functional areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Remote-In Positions at CMS: This is a remote position; however, the position reports to a CMS Office on a periodic basis (e.g. 8-12 times per year).
