We are seeking an enthusiastic and knowledgeable Employee Relations Advisor to join our team at the Indian Health Service, Portland Area Office. As an Employee Relations Advisor, you will play a crucial role in providing expert advice and consultation to our organization's managers on various labor relations matters, including employee conduct, performance, and disciplinary actions. Your insights and guidance will help shape a positive and supportive work environment.
Key Responsibilities
Collaborate with organization managers to offer insights and interpretations of employee conduct and performance management, benefits administration, and work-life programs.
Provide guidance on complex and sensitive issues, such as those conflicting with past practices, involving high visibility, or attracting the attention of labor organizations.
Review and analyze performance-related actions, conduct interviews, and other fact-finding activities to advise management on alternative approaches for resolving situations.
Develop internal guidelines and regulatory advice on workforce relations matters, offering expertise on labor programs, policies, and practices.
Communicate Western Region HR Office-wide positions on conduct-related decisions, guidelines, and new instructions to managers, peers, and employees.
Assess the impact of proposed and implemented changes to employee relations policies on organizational segments.
Develop and implement revised conduct administration program principles and practices to enhance organizational efficiencies.
Qualifications
Minimum of one year of specialized experience equivalent to the GS-11 level in the Federal service, involving researching applicable laws, policies, and case law to advise management on employee and labor relations matters.
Ability to analyze facts and provide comprehensive guidance on complex and sensitive issues.
Strong oral and written communication skills.
Demonstrated expertise in employee relations, technical competence, and legal compliance.
U.S. Citizenship is required.
Selectees must pass background investigations and may be subject to a probationary/trial period.
Successful completion of required immunizations, including COVID-19 vaccination, is mandatory.
