- Two (2) years of full-time experience working in Recruitment, Human Resources or other related function.
- An equivalent combination of education and/or experience may substitute for the minimum requirements on a year-for-year basis.
- Bachelor’s Degree in Human Resources, Human Resources Management, Personnel Management, Public or Business Administration, or a closely related field.
- Manages and directs the daily activities of the Election Recruiters and Human Resource staff to ensure that all poll worker positions, including bilingual poll workers, are hired to staff polling places for all Maricopa County Jurisdictional and Countywide Elections.
- Assigns human resources and recruitment staff work, special projects, monitors workload and productivity, evaluates performance, promotes staff training and development.
- Manages and proactively anticipates all recruitment functions for upcoming vacancies within the Elections Department and Recorders Office (Including permanent staff, over 650 temporary staff and up to 6,000 poll workers).
- Provides expertise and guidance to the human resources and recruitment team, department management, and employees regarding personnel management, employment law and regulations, employee relations issues, and department policies and procedures.
- Consults with appointing authority to determine appropriate use of established positions to meet business needs, oversees position management and leads reorganization efforts.
- Attends job fairs/ensures job fair participation on behalf of Maricopa County Elections Department and Recorders Office.
- Responds to inquiries from applicants or external agencies with regard to the recruitment and selection process, addresses complex recruitment issues, and manages staffing firms and other talent management vendors to fill vacancies.
- Prepares and directs the computer input of poll worker payroll for all poll workers including class, set-up, and payment for premium status and/or any miscellaneous expenses; reviews payroll files for accuracy and approves for payment.
- Works collaboratively with Elections and Recorders management, department directors, Assistant Directors, HR liaisons, and hiring managers to drive the recruitment process from requisition to hire.
- Must pass a pre-employment background and/or fingerprint investigation as required by statute or policy, including drug and alcohol testing requirements for positions designated as safety-sensitive
