About The Position


Are you ready to make a positive impact by recruiting top candidates for Maricopa County Elections Department? We are seeking a motivated and solutions-driven HR/Recruitment Manager to join our team. Each year we recruit permanent and temporary top-quality candidates, in addition to filling between 2,500 to 5,000 poll worker positions for over 26 locations throughout Maricopa County. As an experienced and customer-focused professional, you will have an exciting opportunity to provide strategic recruiting direction and guidance to management within the Elections Department and Recorder’s Office.


The HR/Recruitment Manager develops and executes creative and innovative recruitment strategies to galvanize and retain a highly engaged pool of talent to fill our poll worker positions. They will also lead outreach efforts to expand the talent pipeline of poll workers and ensure that the current talent is notified of upcoming promotional opportunities. Some of the responsibilities include supervision of four (4) full-time employees and up to nine (9) temporary recruitment staff. The HR/Recruitment Manager leverages their experience as a Human Resources and Recruitment professional to manage coordinated and cohesive processes for recruitment of Full-time staff, temporary staff and poll workers critical to Elections and Recorders Office functions. Additionally, this employee consults with and advises department leaders in the areas of recruitment and human resources such as employee relations, development, performance management, and continuous improvement in human resources processes. The HR/Recruitment Manager partners and collaborates with Maricopa County Recorder's Office Human Resources staff to ensure consistent values and messaging in a cross-functional model.

We Require


  • Two (2) years of full-time experience working in Recruitment, Human Resources or other related function.
  • An equivalent combination of education and/or experience may substitute for the minimum requirements on a year-for-year basis.
  • Bachelor’s Degree in Human Resources, Human Resources Management, Personnel Management, Public or Business Administration, or a closely related field.


Job Contributions


  • Manages and directs the daily activities of the Election Recruiters and Human Resource staff to ensure that all poll worker positions, including bilingual poll workers, are hired to staff polling places for all Maricopa County Jurisdictional and Countywide Elections.
  • Assigns human resources and recruitment staff work, special projects, monitors workload and productivity, evaluates performance, promotes staff training and development.
  • Manages and proactively anticipates all recruitment functions for upcoming vacancies within the Elections Department and Recorders Office (Including permanent staff, over 650 temporary staff and up to 6,000 poll workers).
  • Provides expertise and guidance to the human resources and recruitment team, department management, and employees regarding personnel management, employment law and regulations, employee relations issues, and department policies and procedures.
  • Consults with appointing authority to determine appropriate use of established positions to meet business needs, oversees position management and leads reorganization efforts.
  • Attends job fairs/ensures job fair participation on behalf of Maricopa County Elections Department and Recorders Office.
  • Responds to inquiries from applicants or external agencies with regard to the recruitment and selection process, addresses complex recruitment issues, and manages staffing firms and other talent management vendors to fill vacancies.
  • Prepares and directs the computer input of poll worker payroll for all poll workers including class, set-up, and payment for premium status and/or any miscellaneous expenses; reviews payroll files for accuracy and approves for payment.
  • Works collaboratively with Elections and Recorders management, department directors, Assistant Directors, HR liaisons, and hiring managers to drive the recruitment process from requisition to hire.


Working Conditions


Mandatory overtime is required during all Election cycles. You must possess, or have the ability to obtain, a valid Arizona driver's license by the date of hire. You must successfully complete the next scheduled Secretary of State Election Officer Certification program. You must be eligible to vote in Arizona and pass an applicable background screening. Work primarily occurs in a business office setting. Ability to move objects lifting floor to waist (up to 25 pounds) and pushing/pulling (up to 50 pounds). Position requires analytical, oral, and written communication. You must demonstrate a high level of integrity, confidentiality, accuracy, ethical behavior, and professionalism.
