Job Description

JOB SUMMARY


Administers and oversees the County’s federally funded Housing Rehabilitation Program. Participates in planning of programs, policies or objectives for own work group and department.


  • Lead Based Paint (LBP) assessor certification within 6 months of employment.
  • Reviews and approves contractor pay requests and assesses penalties where required, to determine that work performed is to housing standards and building code.
  • Working knowledge of local building codes and multi-city building ordinances; Department of Housing and Urban Development (HUD) regulations and construction industry;
  • Develops rehabilitation general specifications incorporating applicable building codes and changes in construction industry.
  • Reviews and tabulates contract bids for program participants.
  • Bilingual preferred.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers including CDBG-DR and HOME ARP.
  • Bachelor’s degree in Construction Management or related field such as Architecture, Real Estate, Planning.
  • 3 years job related experience in single-family and multi-family residential construction
  • Prepares scope of work for construction projects; Prepares construction contracts.
  • Prepares reports, such as housing rehabilitation reports, job progress, homeowner’s list, environmental review, as required to meet HUD program reporting and monitoring responsibilities.
  • Performs homeowner site visits to determine homeowner eligibility for funds.
  • Strong computer skills including MS Office Suite
  • Conducts construction inspections daily to ensure progress in compliance with guidelines and building codes.
  • Verbal and written communication skills, including interpersonal skills and the ability to deal effectively with the public and other employees
  • Strong organizational skills and the ability to complete assigned projects in a timely manner.
  • Assists with annual budget preparations; tracks and/or monitors budget expenditures.


SALARY RANGE $24.24 - $30.30 hourly, based on qualifications

Performs physical labor to build and maintain structures in the Drainage District's maintained drainage channels. Participates in planning of programs, policies or objectives for own work group and department.


Builds, installs and/or maintains bridges, low water crossings, watergates, drop inlet pipes, fences and similar structures in district's maintained drainage channels. Operates light equipment, drives dump truck and winch truck, operates loader and fork lift when building or maintaining bridges or other structures. Builds fences and watergates; helps with and sets pipe when required. Pours concrete at low water crossings. Signs for and is held financially responsible for equipment issued. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.


High School Diploma/GED; One year job related experience. Good verbal and written communication skills; good interpersonal skills and ability to deal effectively with the public and other employees; ability to follow instructions and complete assignment in a timely fashion. Requires understanding to carry out detailed instructions, complete printed forms and make notes. Must have the ability to swim and work at heights up to 25 feet.


SALARY RANGE Operator/Skilled Trade, Grade 5, $1,380.00 biweekly based on qualifications
