Job Description

Duties

1. Manages daily work associated with the operations and utilization of privatized housing.
2. Performs financial analysis of installation housing privatization project and housing operations and maintenance (O&M) accounts using financial statements, budgets, historical data, and personal research.
3. Provides information and assistance to management, housing personnel, and base leadership regarding the installation housing privatization project.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, In order to qualify, you must meet the specialized experience requirements described here within, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN Housing Management Series, 1173, Administrative and Management Positions.


SPECIALIZED EXPERIENCE: . Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working with agency management procedures and general business principles and practices related to the management of unaccompanied housing to provide oversight of the housing assistance section; working with funding procedures to provide annual budget requirements for local household goods drayage and storage program and to justify annual financial submittals for the housing element; working with unaccompanied housing instructions, policies, administrative practices, and procedures to counsel personnel.

NOTE: DHA JOAs swill be open for 120 days to fill like vacancies Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent position in the federal service.

OR EDUCATION: A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., which is related to the position from an accredited university or college. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of this position and is related to the duties of this position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate level education that has provided you with the knowledge, skills and abilities to perform the duties of this position. Only graduate level education in excess of the first year may be used as qualifying when combining education and experience. (NOTE: Copies of official transcripts must be provided.)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in the application of housing property management principles, concepts, and methodologies.
2. Knowledge of Federal, DoD, USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures.
3. Knowledge of the principles of construction, contract acquisition, and program management.
4. Knowledge of appropriated fund budget system and common business accounting principles and procedures and generally accepted financial management principles and standards.
5. Ability to analyze interrelated issues of effectiveness, efficiency, and productivity, and develop recommendations to solve problems.
6. Ability to read and interpret construction drawings and specification to verify construction is adhering to plans and specifications.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
