The Massachusetts Office for Refugees and Immigrants (ORI) is seeking a creative, goal-focused, and visionary individual to fill a full-time Housing Program Coordinator position to coordinate statewide housing support for refugee arrivals.
ORI is the state agency responsible for coordinating resettlement and integration of refugees and immigrants. ORI's mission is to promote the full participation of refugees and immigrants as self-sufficient individuals and families in the economic, social, and civic life of the Commonwealth.
ORI administers programs that provide direct services to refugee and immigrant clients through a network of resettlement agencies, faith-based organizations and ethnic community-based organizations, which have the capacity to serve the culturally and linguistically diverse needs of newcomer populations.
The selected Housing Program Coordinator candidate will report to the Manager of Program Development and work collaboratively with other ORI Program Coordinators. The coordinator will work with refugee service providers and mainstream housing agencies to identify housing solutions, given regional housing shortages and linguistic/cultural factors.
The Housing Program Coordinator will also oversee and monitor other assigned refugee programs; analyze data; provide on-going technical assistance to service providers; respond to inquiries; maintain liaison with various agencies; and perform related work as requested.
Our ideal candidate is an experienced professional with a strong background in housing assistance, who possesses the ability to communicate effectively with refugees, refugee advocates, housing advocates, and landlords. The overall objective for this position is to develop and implement a comprehensive plan to meet the housing needs of newly-arrived (within five years) refugees throughout Massachusetts.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Provide technical assistance to housing specialists within ORI’s provider network and training on program implementation topics and issues to service providers.
- Develop relationships with mainstream housing advocates, landlords, and mainstream agencies with a housing mandate.
- Convene network of housing specialists from ORI provider sites to develop statewide solutions.
- Administer, monitor and approve housing related expenses incurred by ORI contracted providers.
- Coordinate ORI activities related to housing assistance.
- Performs assigned tasks related to the development of funding proposals and grant applications, including concept development, data analysis, preparation of graphics, writing narratives, and organization and assembly of full package submissions.
- Performs tasks related to public procurements including writing Request for Responses, reviewing and evaluating proposals, and negotiating and writing service contracts.
- Coordinate and monitor assigned programs in order to ensure effective operations and compliance with established standards.
Preferred Qualifications:
- Ability to develop strong working relationships and work collaboratively with diverse entities within public and private sectors.
- Knowledge and experience in the housing industry, housing advocacy, and/or social services related to housing.
- Ability to analyze, organize, and present information for use in reports, funding proposals, and grant applications.
- Ability to work independently.
- Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
- Excellent communication skills. Demonstrated ability to give instructions in a precise, understandable manner for the purpose of providing technical assistance and trainings to partner agencies and organizations.
- Ability to adjust to varying or changing situations to meet changing program requirements.
- Knowledge of computer applications, including Word, Excel, PowerPoint, Access, and Internet based programs.
- Experience working with diverse cultures and sensitivity to and understanding of cultural diversity and related issues.
- Knowledge of refugee programs and agencies.
- Ability to maintain accurate records, to develop program design, work plans, and budgets.
- Experience monitoring direct provision of services.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
