Overview
We are looking for an individual to join our healthcare public policy consulting team who has experience in one or more of the following: Medicaid, child welfare, behavioral health, aging and disabilities, long term services and supports, other related human services programs, Medicare Advantage and Special Needs Plans, or other health care subject matter. Experience with public policy and program development, including project scoping, project team management, and the ability to effectively communicate project results with key stakeholders are also desired. This position provides excellent opportunities for professional development and advancement.
Responsibilities:
- Prepare reports and develop engaging presentation materials
- Communicate results and facilitate discussions with clients and other stakeholders as needed to help clients develop their desired policy options
- Regulatory analysis
- Policy and program design, implementation, and evaluation for healthcare and related social programs
- Ensure quality control processes and procedures are followed
- Disability and aging programs, including programs to support Duals
- Managed care program oversight and quality improvement programs
- Demonstration waiver program design, implementation, and evaluation
- Support state Medicaid agencies, other state agencies, and healthcare industry clients on program strategy, design, development, and implementation. Depending on the individual's expertise areas, potential areas of focus for this work may include:
- Be responsible for project management and tracking (may act as an overall project leader or work in conjunction with other team members to staff larger projects)
- Behavioral health and integrated care
- Long term services and supports and workforce issues
- Keep abreast of trends and regulatory changes affecting clients
Qualifications:
- Experience preparing and/or analyzing Federal and state Medicaid regulations
- Ability to work within a team environment and independently manage own work
- Bachelor’s Degree is required, and an advanced degree is preferred (e.g., Master of Public Policy/Public Affairs, Doctor of Jurisprudence, Master of Business Administration, Master of Healthcare Administration, or similar)
- Strong organization skills to manage multiple projects at the same time
- Experience preparing and/or analyzing Medicaid demonstration waivers, State Plan Amendments, or related materials
- Superior problem-solving capabilities and learning agility
- Knowledge of and experience working within a managed care plan supporting Medicaid or other government products (e.g., strategy, policy, or other state-facing role)
- Experience in a state Medicaid agency or other state agency serving similar populations (e.g. behavioral health, child welfare, aging, developmental disabilities, other social services programs, etc.)
- Excellent computer skills
- 3 - 5 years' experience in a similar consulting role, or related experience such as the following:
- Experience within an advocacy organization, research organization, or other similar role, gathering and summarizing information on public healthcare policy and financing topics and issues
- Strong written and verbal communication skills

Location
This position will be based out of the Milliman office in Indianapolis, IN. Applicants must be willing to work onsite in the Milliman office.
