Job Description
The Health and Safety Manager is responsible for developing and maintaining a culture of safety and compliance under the guidance of the Director of EHS&S. The Health & Safety Manager will implement health and safety programs and policies and perform assessments to ensure the terminal is in compliance with company and regulatory health and safety requirements.


  • Review Safety Data Sheets for evaluation of product safety hazards, determination of appropriate personal protective equipment, and industrial hygiene monitoring
  • Perform job site safety assessments/inspections, evaluate safety risks, and provide recommendations for risk mitigation
  • Collect, manage, and maintain safety-related metrics and data for external and internal reporting
  • Respond to emergencies as needed
  • Conduct accident/incident investigations; prepare root cause analyses where appropriate, develop and distribute lessons learned
  • Liaison with federal, state and local regulators and agencies as required, on and off site
  • Serve as Alternate Facility Safety Officer (AFSO)
  • Provide support to the Operations, Maintenance, and Engineering departments on health and safety matters
  • Assist in managing the EHS&S training program for facility personnel; prepare and deliver safety training
  • Assist in the development, implementation, and maintenance of safety programs to ensure compliance with both external regulatory requirements and internal company policies
  • Audit the terminal’s Critical Life Safety programs to ensure compliance with regulatory requirements and internal policies
  • Assist with preparation for Safety Leadership Team meetings and all associated activities
  • Manage internal and third-party industrial hygiene monitoring activities
  • Assist in conducting process hazard analyses (PHA) and manage the implementation of resulting recommendations
  • Assist with audit preparation (regulatory, customer, and/or internal audits) and closeout activities
  • Review and recommend modifications and changes in the facility's equipment and/or procedures to ensure worker safety
  • Manage and oversee Process Safety Management (PSM) and Risk Management Program (RMP) related activities and documentation


Education And Experience


  • Experience with safety-related data management systems
  • 10+ years of practical health and safety experience (including process safety experience) in an industrial facility, preferably in the chemical manufacturing or oil and gas production industries
  • Bachelor's degree in occupational health and safety, industrial hygiene, or similar field
  • OSHA 510 Training desirable
  • Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) desirable
  • OSHA 24/30/40 Hour HAZWOPER
  • Experience with EPA’s Risk Management Program (RMP) and OSHA’s Process Safety Management (PSM) programs


Skills And Abilities


  • Proficient in the use of computers and familiar with most common office software (e.g., Microsoft Word, Excel, PowerPoint)
  • Valid Driver's License
  • Familiarity with incident investigation processes and root cause analysis approaches
  • Strong communication and interpersonal skills
  • TWIC (Transportation Workers Identification Credentials) or ability to obtain credential in reasonable timeframe
  • Understanding of safety hazards associated with storing bulk liquids, including chemical compatibility and product quality management
  • Ability to work independently and prioritize multiple tasks in a fast-paced environment
  • Ability to work closely with others with a positive attitude and a willingness to help others;
  • Ability to understand written and verbal communication in the English language;
  • Clear and concise written and verbal communication skills in the English language;
  • Record of regulatory, health, and safety training
  • Good organizational skills and attention to detail;
  • Ability to interact with vendors, service providers, and employees in a professional and courteous manner;
  • Supervisory and management skills
  • Capable of participating in the terminal’s emergency response organization in a leadership role (i.e., Incident Command Structure)


Hours of Work


  • Typical hours of operation are Monday through Friday 700 am to 330 pm
  • This position requires overtime and occasional weekend work as job duties demand
  • Occasional travel may be necessary, sometimes with little or no advance notice
  • This position requires the ability to always respond and be available for contact


Physical and Environmental Demand


  • Ability to wear and use a respirator
  • The large scale of the operation and the extensive layout of the facility require that the applicant have the ability to walk and stand on uneven terrain, to climb stairs and ladders, and traverse inclines uphill, downhill, or mixed. Furthermore, because the facility and adjoining facilities handle hazardous materials, the applicant must be able to ingress and egress in foreseeable emergencies. The applicant must be able to work safely without presenting a direct threat to self or others
  • Job responsibilities may require confined space entry, over water activity, and work at heights requiring the corresponding Personal Protection Equipment (PPE)
  • Ability to work overtime as needed
