Job Description

Summary

Under general supervision, in accordance with Generally Accepted Accounting Principles, the Grant Accountant performs professional accounting duties in the creation and maintenance of accounting records, the analysis of financial transactions, the verification of accounting records and financial data, and the asserting of compliance with established laws, procedures, and policies as related to financial reporting.

Major Duties and Responsibilities

  • Reviews Summary Bills for accurate allocation, classification, and billing such as Interdepartmental Charges, Utilities and Telecommunication
  • Assists with the preparation of grant related reports such as Federal Financial Report (FFR) and Schedule of Federal and State Financial Assistance Report (SEFSA)
  • Performs specialized accounting tasks for CATS grants and financial reporting; prepares grant draws, analyses, and verifies grant accounting records and financial data; ascertains compliance with established grant accounting principles, procedures, and policies.
  • Reviews grant related invoices, for expenditures that are allowable and comply with grantor regulations.
  • Applies the principles of accounting practices to maintain the accounting system; interprets accounting system policies and implements accounting procedures, records financial transactions as related to grant and financial reporting.
  • Analyzes variances between actual and budgeted expenses and recommend corrective action.
  • Prepares and records asset, liability, revenue, and expense entries by compiling and analyzing G/L account information.
  • Prepares monthly journal entries required to adjust accounting records to properly account for accruals.
  • Participates and helps coordinate external reporting, i.e., National Transit Database, Cost Allocation Plan, Urban Operating Statement, CATS TRAX, American Bus Benchmarking Group (ABBG), Benchmarking Group of North American Light Rail Systems (GOAL), as needed.
  • Reviews transactions for technical accuracy and completeness against the general ledger account entries for relevant support documentation and classification.
  • Assists Supervisor and other staff in the preparation of financial statements, schedules, and analysis under CATS established closing schedule.
  • Performs other duties as may be required or assigned.
  • Conducts month-end grant and account reconciliations to ensure accurate reporting and ledger maintenance for cash, account receivables, revenue, and expenses as needed.
  • Maintains subsidiary schedules and reconciles general ledger accounts by verifying, allocating, posting transactions, and resolving discrepancies for FMS, Peoplesoft, and other CATS and contractor 3rd party systems.

Knowledge, Skills & Abilities

  • Ability to analyze complex administrative/financial issues and prepare effective recommendations and solutions
  • Ability to be detail-oriented, ensure reporting accuracy and adherence to deadlines.
  • Ability to analyze financial transactions, understand Federal, State, and local financial regulations
  • Considerable knowledge of the principles and practices of governmental accounting and grant accounting
  • Ability to communicate effectively and professionally, both orally and in writing.
  • Ability to perform and interpret statistical compilations and investigate variances
  • Excellent organizational skills and the ability to work on multiple projects in a fast-paced environment
  • High level of proficiency in Microsoft Office Suite including Excel (Pivot Tables and Power Pivot) experience using spreadsheets, databases, and reporting systems
  • Considerable knowledge of general methods for analyzing data generated by the various financial systems

Minimum Qualifications

  • Three (3) to five (5) years of experience in various facets of financial reporting, internal controls, accounting principles and analysis. Considerable knowledge of governmental accounting, Federal, State and Local regulations
  • Bachelor’s degree in business, finance, accounting, or related field

Conditions of Employment

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
