Job Description
Under general supervision, performs duties related to the research, identification, writing, and development of various public and private grant opportunities in an effort to generate new grant-funding sources and revenues for the City of West Palm Beach; and performs other related duties as assigned. This position will report directly to the Mayor and will lead the internal infrastructure team.

DUTIES AND RESPONSIBILITIES

  • Responsible for making sure the Grant Policy & Procedures is being followed, will assist and ensure appropriate approvals are obtained, and adjust Policy & Procedures as needed.Point of Contact for the Grants Services Master Contract.
  • Will work to expand staff capacity including but not limited to chairing a grants oversight working group, providing training opportunities for staff, and working with Administration on identifying and solving areas of need.
  • Coordinate with the Department of Finance on compliance issues.
  • Collaborate with Emergency Management and Enterprise Fund Departments.
  • Maintain the Project Database; maintain Grant Databases (grants applied for/awarded, potential grant opportunities).
  • Understand the City’s strategic priorities for grant funding projects, including but not limited to CIP Plans (city-wide and department-level), Stormwater Master Plan, Mobility Plan, Rethink Paradise Sustainability Action Plan, Climate and Resilience Plan, West Palm Beach’s Strategic Plan, West Palm Beach’s Comprehensive Plan.
  • Performs other duties as assigned.
  • Develops City wide grant strategy to match grants to projects for implementation. Identify matching funds available and creative funding strategies for future match
  • Provide departmental support for grant development and reporting; maximize grant funds for administrative support.
  • Coordinate LMS (Local Mitigation Strategy) and PPL (Project Priority List) project submissions.
  • Acts as liaison with the City’s lobbyists.

Salary


$75,663 - $113,510 Annually (Pay Grade 70)

Qualifications

Bachelor’s degree with a major in Social Science, Public or Business Administration, Mass Communications, or related field (education will be verified using the “Education Requirements” listed below) and five (5) years of experience in grant writing/application/award processes, report writing, contract administration or legislation development is required, or any equivalent combination of training and experience.

A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.


International degrees will be evaluated to determine if they satisfy qualification requirements.

The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.

The City of West Palm Beach allows remote work assignments for certain job classifications and under certain conditions in accordance with Remote Work Policy 4-20.
