Position Description:
Naval Facilities Engineering Command (NAVFAC) Southeast (SE) has a requirement to deploy and sustain Geographic Information Systems (GIS) and the GeoReadiness Explorer (GRX), which combine spatial data with tabular information, to support decision making and facilities management in the Installation and Environment (I&E) domain across the United States (US) Navy. GRX is built on data and mapping products created in GIS and maintained in the NAVFAC Maintenance and Analysis (M&A) environment. As a result, NAVFAC has a need for functional and technical project support for this Enterprise Business System, to include GIS, GRX, and the M&A environment at the installation level.
NAVFAC SE is required to ensure that all Real Property transactions (Acquisitions, Disposals, Inventories, and Capital Improvements) are entered into the Navys real property database management system, internet Navy Facilities Assets Data Store (iNFADS), and into GIS in a timely and accurate manner with proper supporting documentation, and to ensure that the Real Property Inventory is accurate and complete. Financial Improvement and Audit Readiness (FIAR) is a top priority for NAVFAC.
Job/Labor Category Requirements:
  • Technological Analysis including building GIS models to improve efficiency, field data verification and new data collection
  • Direct support of walk-up requests through the base or region
  • Maintenance of data utilizing a Data Collection Guide Functional Analysis of geospatial data including integration of various file formats into GIS
  • Manage a single authoritative source of geospatial information within the Navy Region Southeast area.
  • Provide geospatial technical support, coordination, and management of various regional projects, datasets, and programs for the Naval Facilities Engineering Command Southeast (NAVFAC SE) GeoReadiness Center (GRC).
  • Provide maps and data sets to clients to supplement analysis.
  • Provide a better understanding of certain variables in a given geographic location, will use varying analysis methods to arrive at results, and will provide recommendations for appropriate business strategies based on GIS analysis.
  • Being the single point of contact for all Geographic Information and Services (GI&S) related issues in the Installation and Environment realm for the installation within SE Commander Navy Installation Command (CNIC) Region.
  • Have a basic understanding of CAD/GIS conversion and other file formats and must be capable of performing a variety of tasks.
  • Conducting GIS and GRX training
  • Installation deployment and migration support (updates to regional base map, mapbooks, enterprise geodatabases, layer files, QAQC reporting)
Must-have skills above and beyond the labor category:
  • Experience with GPS data collection process; field data collection methods, survey techniques and knowledge of accuracy standards
  • Detail orientation with an eye towards quality
  • 1 to 3 years of experience in GIS performing data management, analysis, and cartographic representation
  • Must be a US citizen and have a US driver’s license
  • Experience with data management, technical writing, and geodatabases
  • Familiarity with Enterprise Geodatabase Structure
  • Bachelor’s degree in Geography, GIS, Cartography, Computer Science, or related discipline
  • Experience with Updating/Publishing map services
  • Experience with Esri’s ArcGIS Software Applications and spatial analysis, including; geometric network, spatial and 3D analysis
  • Python and/or Model Builder experience
  • In-depth understanding of Raster and Vector data, Versioning, Topology, Attribute data structures, Data acquisition, Database construction, Spatial Analysis, Cartographic Representation, Geocoding, Metadata, Digitizing, Editing Attribute and Graphical Data, and Preparing hardcopy outputs
  • Must be willing and able to travel periodically
  • Experience with GIS data and CAD data integration
  • Presentation skills with the ability to interface well with clients
  • Knowledgeable in the implementation of the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE)
  • Experience with SDE
  • Ability to train and provide technical guidance to other team members
