Job Description

The purpose of this position is to create and maintain spatial data that is used to aid the Tax Assessor in accurately setting a value for taxation of property in Orangeburg County. This class works under general supervision, independently developing work methods and sequences.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Perform data analysis and create information/map products from the GIS related software and sub systems.
  • Assists in the maintenance and appending of the GIS database.
  • Creates data for analysis and creates digital maps for graphic information.
  • Install, import, and/or export data files and ensure proper maintenance and updating of GIS data. Analyze spatial data for geographic statistics and relationships to incorporate into documents and reports.
  • Maintains office supplies.
  • Assists co-workers.
  • Photocopies maps for the public.
  • Analyze incoming data from different sources for the production of maps, tables, graphs and reports.
  • Verifies the quality of information.
  • Serves as Retention Clerk.
  • Maintain the County’s record retention system. Receive incoming boxes for Records Retention (includes placing them on shelves and entering box descriptions into the computer). Retrieve documents as they are requested. Destroy documents as required by the state’s retention schedule.
  • Answers questions from the public on property and map questions.
  • Performs other duties and related work as instructed and assigned.
  • Provide training and recommendations on the use of GIS in order to improve efficiency and functionality throughout the organization.
  • Produce custom hard copy maps, websites, tables, graphs and reports for customer and inter-departmental use.
  • Digitizes maps and plats for tax maps. Creates plats in a digital world.
  • Provide quality control in the scanning of large sized plats as well as making sure they are made visible to others (via an in-house program and on-line).
  • Maintain and update GIS databases.
  • Updates the county’s website.

Supervisory Functions:
This job has no supervisory responsibilities.
Minimum Education and Experience Requirements:
Associates degree (A. A.) or equivalent from a two-year college or technical school; or have courses at a technical or vocational school in Geographic Information Systems (GIS), civil engineering, computer science, or related field; and two (2) years of experience in GIS programming, computer systems/software use and applications. Data processing and accounting skills desired. Microsoft Office Suite.
Special Certifications and Licenses:
Must have two years experience reading deeds and plats. Should be familiar with GIS and Cartography Skills. Computer skills are required. Must possess a valid South Carolina driver's license.
Reasoning Ability, Mathematical and Language Skills:
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables. Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
