Job Description

Position Title: Gender Equality and Social Inclusion (GESI) Consultant

Status: Consultant (4-5 months duration)

Location: Global (Remote)

Classification: Consultant

Salary: $400-$500/daily rate (negotiable)


Job Summary: USAID’s Feed the Future Ethiopia Land Governance Activity (LGA) is supporting stronger and more gender-equitable land governance in Ethiopia. Currently, the Ministry of Agriculture (MoA), in collaboration with UN Women and the Ethiopia National Women’s Land Rights Task Force (WLRTF) is preparing a training of trainers’ manual for its rural land bureau staff at the local level. The Ministry of Urban Development and Infrastructure (MoUDI) is also using a gender mainstreaming training manual for its urban land bureau staff. The MoA is trying to include five modules that specifically address the land rights of women while the MoUDI has no module specifically addressing land. Moreover, issues of youth and vulnerable groups are not addressed and neither ministry is currently working to improve capacities of first instance courts to correctly apply provisions of the land governance legal framework to protect the rights of women and vulnerable communities.


To help address these issues, LGA will develop a Gender and Social Inclusion training manual to guide implementation of a Training of Trainers (ToT) methodology through which it will train and strengthen capacity of experts within the Ethiopian Women Lawyers Association and the WLRTF. These trainers will then train officials from the MoA’s Rural Land Administration and Use Directorate (RLAUD), Women Children and Youth Affairs Directorate (WCYAD), and MoUDI’s WCYAD, and the Urban Land Management Bureau. The ELWA and the WLRTF will then collaborate to cascade the trainings down to local level land bureau offices (woreda and kebele) and to judges presiding over first instance courts to enable better protection for the property rights of women, youth, and vulnerable groups in the rural and urban land sectors and promote gender equity in the performance of their duties.


Implementation of this methodology requires development of a core training curricula with specific modules tailored to the needs of judges presiding over first instance courts. Additionally, the core curricula should be supplemented with separate content for trainers organized under modules containing guides and notes for the trainers to follow when cascading trainings to the local levels. LGA is collaborating with Landesa to develop contextualized training modules to effectively implement LGA’s ToT methodology.


Key Job Responsibilities


The GESI Expert will work with the Landesa Center for Women’s Land Rights Director and other Landesa Program Team leadership to support the LGA team in Ethiopia in this process.


The GESI Expert will serve as the lead researcher for the desk review, and the lead drafter for the trainer of trainer manual and curriculum materials, working in collaboration with Landesa staff. Tasks will include:

1. Working remotely, support the LGA Gender Specialist to c onduct desk review of current training manuals and interviews with key informant stakeholders, and to guide design and implementation of a regional consultation workshop with ministry and judicial officials. This process will form the basis for a needs assessment for the training manuals and curricula.

2. Based on the desk review and analysis, prepare a brief training need assessment report with recommendations and the rationale for the selected training topics.

3. Prepare draft training manual with guides and notes to support the trainers’ delivery of training and differentiated training content tailored to the needs of local land bureau staff and judges presiding over first instance courts that will be presented to key stakeholders (WLRTF and ELWA, LGA) for comment and feedback.

4. Prepare final training manual incorporating stakeholder and LGA’s comment and feedback.

5. Remotely support delivery of trainings to the MoA/RLAUD and National WLRTF trainers.

Reporting and Relationships: The GESI Expert will report to the Landesa Center for Women’s Land Rights Director, and will collaborate extensively with the ULP team in Uganda and globally.


Availability: The GESI Expert role will require approximately 3 days/week on average over the course of the consultancy, and will require reasonable availability for meetings with the Landesa and LGA teams, and for consultations with other key stakeholders as needed. During weeks where the team is delivering trainings or workshops, there may be a need to schedule more than 3 workdays. Work hours and days are flexible.

Required Knowledge, Skills, and Abilities:

· High level of working knowledge in Word, Excel, PowerPoint, and Outlook, as well as other technology including Adobe and the Internet.

Education and Experience:

· Master’s degree in policy, development, law, gender studies, education, communications, or related field and 3-5 years experience implementing gender components of land administration projects, natural resource management projects, or related experience; or

· Undergraduate/university degree in one of the above or a comparable field and 5-7 years’ experience implementing gender components of land administration projects, natural resource management projects, or experience in related fields required.

· Experience working in a non-profit, government, legal, or other document intensive environment is highly preferred.

· Previous experience working for an international organization highly preferred.


Work Environment and Working Conditions for Travelers: While performing the duties of this job, the consultant may be exposed to working conditions and hazards which are prevalent for the location and/or country of location. The noise level in the work environment will depend on remote location. Work is performed indoors in consultant’s preferred environment, with some potential for exposure to safety and health hazards related to electronics work. The consultant will not be required to travel.
