Job Description

Duties

As a Fish and Wildlife Biologist your duties will include but are not limited to the following:

  • Serves as a Private Lands Biologist, developing partnerships with private landowners and other external partners; helps develops habitat restoration projects at a landscape scale; and participates in the development of State and Regional program-related policy, goals and objectives.
  • Provides recommendations to Service leadership regarding other conservation programs, such as the conservation provisions of the Farm Bill.
  • As the Senior Private Lands Biologist, the incumbent helps train, mentor lower graded Biologists, and with higher graded Biologists or supervisor may coordinate work efforts between team members and other private lands staff in the state. With higher graded Biologists, helps plan the work to be accomplished, sets and adjusts priorities, and deadlines.
  • Provides landscape scale leadership and promotion of the PFW program with local, state and federal agencies, non-governmental organizations, other Service programs, and media.
  • Works closely with Fish and Wildlife Conservation Offices and other local, State and Federal organizations to guide and coordinate activities on private lands that will benefit inter-jurisdictional fish species Assists the State Coordinator, Regional Coordinator, and Project Leaders in coordinating with state natural resource agencies and representing the Service in matters involving Service fish and wildlife management activities on private lands.
  • Collaborates with National Wildlife Refuge Offices to guide and coordinate activities on private lands that complement activities on Service lands or contribute to the resolution of problems on refuges that are caused by off-refuge land use activities.
  • Assists with the preparation of budget allocation recommendations to the supervisor for assigned field stations with PFW or collateral duty staff to ensure that funding is being allocated where needed to most effectively meet Service priorities for their assigned geographic area and state.
  • Assists higher graded Biologists evaluate the effectiveness of landscape scale private lands initiatives, and with review from supervisor or higher graded Biologists, recommends modifications to approach to the PFW State and Regional Coordinators, local supervisor, and more senior Service management.
  • Works with other Service programs to guide and coordinate activities on private lands that will benefit threatened and endangered species and migratory birds.
  • Helps develop MOUs or Cooperative Agreements with partner organizations for approval by the appropriate Service official, to implement joint funding efforts and habitat initiatives.
  • Assists with the development of field office and assists with statewide stepdown PFW Strategic Plans, identifying geographic focus areas and focal species, associated plans and initiatives, habitat strategies and major partners to accomplish statewide and regional objectives.

Qualifications

Only experience and education obtained by 05/11/2023 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
  • Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Minimum Qualification [GS-11]:
  • One year of specialized experience comparable in scope and responsibility equivalent to grade GS-9 in the Federal service. Experience may include: (1) developing and maintaining working relationships/liaison with private landowners, tribes, other Federal agencies, State or local agencies, and the public regarding habitat restoration; (2) assisting in the development or evaluation of habitat protection or enhancement planning documents and biological reports; (3) coordinating the efforts of multiple personnel involved in habitat or conservation recovery for a variety of ecosystems; (4) formulating recommendations to avoid or minimize adverse effects on listed species; (5) knowledge of or experience with NRCS' Farm Bill; (6) developing memorandums of understanding or cooperative agreements with partner organizations to implement joint funding efforts and habitat initiatives; (7) providing technical assistance and guidance on habitat restoration; and/or (8) preparing briefing statements, reports, correspondence, presentations, etc. OR
  • Completion of three years of progressively higher-level graduate education at an accredited college or university leading to a Ph.D. or equivalent doctoral degree in wildlife biology, ecology, or a directly related field appropriate to this position. OR
  • A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Minimum Qualification [GS-12]:
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience may include:(1) running a program that works on developing and implementing a landscape-scale habitat restoration approach through various partnerships; (2) coordinating the development or evaluation of habitat protection or enhancement planning documents and biological reports; (3) coordinating the efforts of multiple personnel involved in habitat or conservation and recovery for a variety of ecosystems; (4) formulating recommendations to avoid or minimize adverse effects on listed species; (5) knowledge of or experience with NRCS' Farm Bill; (6) developing memorandums of understanding or cooperative agreements with partner organizations to implement joint funding efforts and habitat initiatives; (7) developing statewide, regional, or national private lands habitat restoration policies and procedures; (8) providing technical assistance and guidance on habitat restoration; (9) preparing briefing statements, reports, correspondence, presentations, etc.; (10) developing and administering field work budgets.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
