JOB TITLE: Financial Analyst Levels I, II and III
SALARY RANGE:
Financial Analyst Level I - $59,506 - $78,101
Financial Analyst Level II - $64,032 - $84,041
Financial Analyst III - $71,328 - $93,618

SUPERVISOR: Deputy Director Headquarters BudgetLOCATION: 2 Broadway New York, NY 10004
HOURS OF WORK: 9:00 am - 5:30 pm (7 ½ hours/day)
DEADLINE: Open until Filled
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
The Financial Analyst Level I, II, and III provides varying levels of support and analysis dependent on the level to the Management and Budget Unit. The Financial Analyst role is responsible for assisting in the development, administration, and oversight in all labor and non-labor categories of the Bridges and Tunnels operating budget. Key activities include assisting in the development of the labor expense budget; producing critical headcount and overtime reports; working with departmental budget heads and liaisons on developing their operating and programmatic budgets; coordinating the preparation and delivery of all agency budget submissions to MTA Headquarters; assessing the appropriateness and funding availability for departmental expense requisitions; tracking
and analyzing expenses for operating budget development, monthly reporting, and ad hoc analytical projects.
RESPONSIBILITIES:
- Track actual expenses for non-labor categories against the budget, investigate differences, provide variance explanations including operating budget funded capital expenditures.
- Develop budgets and projections for future years for the Headquarters departments, Consolidated Functions and others as needed.
- Contribute toward the writing and production of the Year-End Report, Annual Reports, Financial Plan narratives, and others.
- Assist in the development and monitoring of the personnel budget and position reporting.
- Undertake revenue and/or expenditure research projects as needed.
- Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Financial Analyst I
- Proficiency in and/or ability to learn to work with all internal levels within a given organization.
- Knowledge of Multidimensional Database Management systems such as Hyperion Essbase preferred.
- Proficiency in and/or ability to learn analytical and/or quantitative skills.
- Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
- Proficiency in and/or ability to learn communication and interpersonal skills.
- Proficiency in and/or ability to learn completing short- and long-term projects effectively and as efficiently as possible.
- Proficiency in and/or ability to learn organizational and presentation skills.
- Proficiency in and/or ability to learn communicate and interact well with external agencies.
Financial Analyst II
- Must have demonstrated ability to learn organizational and presentation skills.
- Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
- Must possess excellent communication and interpersonal skills.
- Knowledge of Multidimensional Database Management systems such as Hyperion Essbase or related system.
- Must be able to work with all internal levels within a given organization.
- Must possess analytical and/or quantitative skills.
- Must possess ability to complete short- and long-term projects effectively and as efficiently as possible.
- Must possess ability to communicate and interact well with external agencies.
Financial Analyst III

EDUCATION AND EXPERIENCE:
REQUIRED
Financial Analyst I
- Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
Financial Analyst II
- Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
- Minimum 2 years related experience.
Financial Analyst III
- Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
- Minimum 4 years related experience.
PREFERRED
Financial Analyst I
- Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.
- Familiarity with the MTA’s policies and procedures.
- Master’s degree in a related field.
- Familiarity with the MTA and its operations
Financial Analyst II
- Master’s degree in a related field.
- Familiarity with the MTA and its operations
- Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.
- Familiarity with the MTA’s policies and procedures.
Financial Analyst III
- Master’s degree in a related field.
- Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.
- Familiarity with the MTA’s policies and procedures.
- Familiarity with the MTA and its operations
