Description

The Department of Human Services connects eligible citizens to federal, state and local resources for food, healthcare, childcare, cash assistance, workforce development, and energy and utility assistance. Some of the services we provide are Adult Protective Services, Services for at-risk youth and their families, Adoption and Foster Care, Resources for homeless families and individuals in Norfolk, college internships, Senior and Veterans assistance, and more. Norfolk Human Services seeks members interested in providing skilled services in a public service environment. We are also seeking persons to join our team that are dedicated to supporting a positive work and treatment environment that instills hope and recovery opportunities for the persons we serve.

We are seeking a permanent, full-time Family Services Worker I for the Adult Protective Services Unit. The Family Services Worker I provides resource acquisition or other services to clients to enhance their personal and social lives through development of skills, capabilities, services and assistance to citizens. This position manages caseloads, prepares for court and provides group work. It will also specializes in program areas and assumes more complex duties.

Essential Functions

Department Hiring Salary Range: $45,013 - $51,764.95

Essential functions include but are not limited to:
  • Respond to crisis situations and complete assessments to determine the need for additional mental health services.
  • Participate in projects to improve the quality of service provided by APS.
  • Complete forensic investigation by photographing injuries, environmental conditions, and all physical evidence of abuse and neglect that can assist law enforcement in criminal investigations.
  • Complete accurate and thorough documentation of contact with all clients, collaterals, and alleged perpetrator contacts within required time frames.
  • Other duties as assigned.
  • Use various assessment to determine the client’s capacity and decision-making abilities.
  • Work with clients to develop individualized service plans that outline each client’s strengths and needs to determine appropriate services to reduce their risk and assist the client in maintaining their independence.
  • Perform intake duties on the hotline by determining the validity of reports and required response time using the SDM intake tool, assigning valid APS reports to the appropriate workers, and providing referrals to appropriate community resources in response to invalid reports.
  • Assist in locating facility placement and link clients with appropriate community resources. Assist clients in applying for Medicaid, Auxiliary Grants, and SNAP.
  • Assess for safety to determine if a client is able to maintain living independently.
  • Complete face to face interviews with clients, collaterals, and alleged perpetrators to gather information in determining a preponderance of evidence in APS investigations.
  • Facilitate and Initiate Guardianship of incapacitated adults.
  • Partner with Law Enforcement and Regulatory Agencies in APS investigations.
  • Provide education to the community and facilities about adult abuse, neglect, and exploitation.
  • Implement in-home services to allow clients to remain in the community and maintain the highest level of safety.

Education/Experience

Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field and minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia).

Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.

Prior APS or CPS Investigation and/or Hotline/Call Center experience is preferred. No experience required.

Additional Information & Requirements

  • Successful completion of State mandated training within the first 24 months of employment.
  • Valid Driver's License.
Work Hours: Monday to Friday, 8:30 am to 5:00 pm.

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
