Job Description
Position Information

Arlington County’s Department of Human Services is hiring a Program Coordinator to join a dynamic group of professionals and provide leadership in promoting equity-driven solutions to the increasing mental health, substance use, and wellness needs of the community’s children and youth. This position will partner with governmental, non-profit, and faith-based entities, and community leaders through the Arlington Partnership for Children, Youth, and Families (APCYF) to assist in developing and implementing comprehensive, research-driven, culturally, and racially responsive programming and create long-lasting change within the Arlington community.

Specific duties include:

  • Supporting the delivery of Prevention and Wellness programs and presentations in concert with Child and Family Services’ and Prevention leadership teams to strengthen outreach messaging about child wellbeing, protective factors, substance abuse, and suicide prevention;
  • Supporting service delivery to children and youth in the Child and Family Services Division by providing prevention, education, and training related to mental health, substance use, suicide prevention, child and youth well-being, and other wellness-related initiatives;
  • Expanding APCYF membership to elevate the voice of Black, Indigenous, Latinx, Asian and Multicultural youth and families, and better represent the community we serve;
  • Providing day-to-day support to the Prevention and Wellness Team within DHS.
  • Communicating in person, on the phone, and in writing with a multi-disciplinary team of community members, service providers, and professionals to coordinate and implement prevention and outreach services within the children’s system of care;
  • Advancing and/or refining initiatives such as Zero Suicide, Arlington Addiction Recovery, and community prevention;
  • Serving as the primary staff liaison with agency directors, staff, and community leaders in addressing programmatic, administrative, and/or public affairs issues related to the APCYF;
  • Providing supervision to two (2) analysts including assigning, reviewing, and evaluating work performance; and
  • Developing strategies, leads, and organizing community-wide needs assessment, and garners input throughout the process for the Community Report and the Virginia Youth Survey;
  • Ensuring successful preparation and execution of meetings, annual retreats, and planning sessions with the Arlington Partnership for Children, Youth and Families;
  • Performing data collection and analysis for child wellbeing indicators and program evaluation and delivering follow-up summary presentations on data analysis and outcome measures;
  • Developing and maintaining a comprehensive and inclusive community engagement program that supports APCYF;

Selection Criteria

Minimum Requirements:

  • Bachelor’s degree in Social Work, Psychology, Public Health, Gender Studies or related field; and
  • Considerable program/project management experience in a human services, education, or community planning field facilitating the delivery of community initiatives impacting youth and families. This experience should include measuring and documenting program performance in the form of data collection and analysis.

Substitution: Additional qualifying experience can be substituted for the educational requirement. A Master's degree or higher may be substituted for some of the experience requirement.
Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Summarizing data and performing analysis using MS Excel; and/or
  • Facilitating meetings both in person and online;
  • Creating meeting flyers and presentations using MS PowerPoint.

Special Requirements

Applicant must possess or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
A background check is required and may include checks of the following: criminal record, driving record, education, professional licensure, and credit check and may require signing a release authorizing the County to obtain this information. The position will require travel around Arlington County. Applicant must possess or obtain by the time the appointment a valid Driver's license from the applicant's place of resident or be willing to use alternative modes of transportation.
A pre-hire background check and State of Virginia Child Welfare and Neglect Central Registry will be required.
Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:

  • At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.
  • You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).

Additional Information

Work Hours: Monday - Friday, 9:00 a.m. - 5:00 p.m. Must be able to work a flexible schedule including evenings and occasional weekends.
The official title of this position is DHS Program Specialist.
The pay ranges listed above are effective June 18, 2023.
