• Conducts the knowledge transfer of strategic plans, scope, requirements, and other analysis information to program and project teams to ensure successful implementation of solutions to client areas.
• Formulates and defines strategy, business process, and systems scope and objectives for programs and projects through research and fact-finding activities combined with an expert understanding of business process analysis and requirements management practices and principles.
• Leads/Provides group facilitation, interviewing, and training and provides additional knowledge transfer to appropriate stakeholders.
• Provides direction and strategic vision to business analysis framework/improvement programs by assessing and providing recommendations to all business analysis-related disciplines.
• Demonstrates high aptitude for problem-solving methodologies for highly complex issues using data-driven decision-making practices.
• Leads highly complex business analysis efforts.
• Leads highly complex projects and moderate to highly complex programs.
• Leads implementation of industry-proven process improvement disciplines and re-engineering methodologies by analyzing existing business models and workflows, identifying gaps and areas of improvement, and implementing best practices to gain efficiencies across the enterprise.
• Develop cost estimates for highly complex projects/programs.
• Ability to mature business analysis disciplines as a whole.
• Recommends and applies strategic thinking, process improvement, and re-engineering methodologies and principles to conduct process improvement programs and projects by proposing, completing, and analyzing business models, data models, and hybrid enterprise models, identifying best practices, documenting and assessing performance measurements, and identifying business and technology solutions to streamline processes.
• Demonstrates expertise in applying creative solutions to highly complex business analysis efforts to help mature OCIO operations
• Apply portfolio management concepts, including business-IT alignment, prioritization, business cases, market surveys, and project costing techniques for complex projects.
• Provides direction and strategic vision on enterprise-wide business process improvement initiatives, focusing on streamlining and aligning section functions within an OCIO (i.e., demand management, performance management, secretariat).
• Specializes in independently instituting proven portfolio management concepts, including business and IT alignment, prioritization, budgeting, identifying roles and responsibilities, and service delivery.
• Conducts the elicitation and management of business and systems-level requirements for projects and employs industry-standard tools to manage requirements, configuration management, and modeling to support requirements management and business modeling activities.
• Exhibits strong communication skills by articulating ideas and concepts verbally and in writing, team facilitation, formal document writing, and presenting to senior executive groups.
• Validate solution(s) delivered to meet business needs for programs, projects, and sub-projects as assigned.
• Demonstrate mastery in independently applying business analysis on moderately highly complex projects: strategic thinking, scoping, requirements elicitation, business process modeling, requirements management, and feasibility and cost-benefit analysis.

Qualifications

• Must have strong communication, facilitation, interview, formal document writing, and presentation skills.
• Ability to perform cost-benefit analysis, trending, forecasting, and financial analysis.
• Advanced knowledge of technologies relevant to the engagement.
• Advanced proficiency using various Microsoft Office desktop products.
• 7+ years of work experience with progressively increasing responsibility.
• Advanced knowledge of SDLC methodology and UML.
• Possesses analytical skills through educational background and work experience and can apply those skills to client engagements.
• Advanced proficiency in analytical, project planning, negotiating, interpersonal, and communication skills (written and oral).

Education

• Bachelor's degree in Accounting, Finance, Business Administration, Marketing, Information Systems Management, Computer Science or related field, or an equivalent combination of education and experience.

• Must have an active Public Trust or have the ability to obtain one.
