Executive Director Of Operations

Summary This position serves as the Executive Director of Operations at the DNFSB. Provides advice to the Board, reports to the Chair and provides executive-level advice and guidance. Is responsible for day-to-day operations of the Offices of the Executive Director of Operations, General Manager, Technical Director. Provides leadership and direct supervision to multiple organizational units. Collaborates and negotiates with others to coordinate work that has significant impact. Responsibilities Duties: Principal advisor and counsel to the Board on administrative and technical matters; including often difficult, delicate, and controversial issues related to planning initiatives or proposed program revisions, projects, and activities. Leads oversight of strategic planning for the implementation of short- and long-term goals and objectives, while independently assessing the feasibility, balance, and support for these objectives. Serves as a key spokesperson for DNFSB on major inter/intra Agency task forces or special project groups. Maintains relationships with officials and contractors at the Department of Energy (DOE), Nuclear Regulatory Commission, National Nuclear Security Administration, and other Federal agencies, state and local governments. Ensures organizational efficiency and alignment. Collaborates closely with the Office of General Counsel for policies, presentations, and other projects in their purview. Provides executive leadership over, and exercises assigned authority for the planning, direction, and timely execution of DNFSB technical and administrative programs. Identifies operating problems; advises on alternatives, risks and overall impact on current or proposed technical programs; evaluates the general reaction to current or proposed programs; and suggests management improvement techniques, methods, or procedures. Leads, oversees, conducts, participates, and/or implements complex management studies and reviews evaluating the DNFSB organizational structure, policy, processes, operations, fiscal control, and economy. Responsible for the overall planning, organization, and formulation of policy and procedures for DNFSB operations. Requirements Conditions of Employment Qualifications Mandatory Technical Qualifications (MTQs)- Required Documentation MTQs are designed to assess an applicant’s experience relevant to the specific position requirements. Each MTQ narrative responses must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results. MTQ1 – Demonstrated Executive Level experience developing goals and objectives, strategies, programs, projects, and processes across multiple functional areas in a federal agency or equivalent. MTQ2 – Demonstrated Executive-Level leadership and technical experience planning, developing, executing, and managing programs including workforce development, strategic processes, and communications with proven success. MTQ3 – Demonstrated knowledge of laws, regulations and policies governing federal agencies. Experience analyzing, formulating, and implementing policies and procedures across multiple lines of business. This includes demonstrated skills overseeing multiple major federal lines of business. MTQ4 - Executive-level experience managing resources in a highly diverse, multi-faceted agency with a broad range of internal and external interests and stakeholders.
