About Us
Founded in 1968 to meet the post-secondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for more than 50 years. The College is governed by a Board of Trustees appointed by the governor. The College’s fifth president, Dr. Mary Way Bolt, reports directly to the Board of Trustees.
Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.
With a diverse student population, Cecil College enrolls approximately 2,500 credit students and 3,400 non-credit students. Cecil offers associate degrees, certificate programs and non-credit classes. Cecil offers a variety of associate degree and certificate programs.

General Responsibilities
Reporting to the President, and serving as a member of the President’s Executive team, the Executive Director of Human Resources is responsible for providing strategic leadership and management on all aspects of the human resources function across the institution. The position will be responsible for leading the functional areas of employment and recruitment, employee and labor relations, compensation, benefits, compliance, policy and procedure development, human resources information systems, and performance management and training.
The Executive Director of Human Resources directly oversees a HR Coordinator, HR Administrative Assistant and part-time HR Assistant.
Working collaboratively with leaders across the campus, the Executive Director develops strategic programs and innovative practices in support of the College’s mission and long-term strategic goals. The Executive Director will promote a high performing, positive, diverse, and productive culture with the goals of maintaining high levels of employee effectiveness and morale and fostering an inclusive and collegial environment.
Due to the need of interaction with employees, students and the college community this position requires in person presence. This position is eligible for telework up to 1 day a week.
Specific Duties
  • Lead, coach and mentor direct reports. Responsible for assessing and monitoring the performance of direct reports. Builds the capability of direct reports by providing continuous and constructive feedback.
  • Other duties as assigned.
  • Oversee President’s evaluation process working close with the Chair of the Board of Trustees.
  • Maintain effective communication with administration, faculty, staff, students, and members of the College community about human resource issues such as organizational change.
  • Oversee benefit administration and serves as a member of the Cecil County Government’s Health Advisory Council (HAC) .
  • Develop and implement comprehensive compensation and benefits plans that are competitive.
  • Maintain an effective job evaluation, classification, and grading program for administrative and support staff positions in compliance with the Fair Labor Standards Act.
  • Manages and addresses issues related to employee performance management including pre-disciplinary meetings with supervisors, investigations, investigative hearings, and progressive disciplinary processes.
  • Maintain knowledge of relevant state and federal laws, while ensuring compliance with Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Equal Employment Opportunity (EEO), Title VII, Title IX
  • Ensure human resources records and information systems are maintained in a confidential and compliant manner.
  • Oversee employee engagement survey implementation and follow up with employees; implements initiatives based on survey feedback.
  • Develop comprehensive strategic recruiting and retention plans to meet the human resource needs of the College including developing strategies to recruit, train, motivate, promote, and retain a diversified, qualified staff. Oversee search committee process for full-time positions.
  • Build and sustain robust programs for employee orientation, onboarding, talent retention, training and professional development, and performance management.
  • Serve on college committees as needed
  • Maintain current knowledge of new trends and innovations in the field of human resources; attends and participates in professional group meetings; participates in professional development activities;
  • Establish and implement human resources efforts that effectively communicate and support the College's mission and strategic vision.
  • Serve as liaison for Diversity, Equity and Inclusion taskforce.
  • Serve as Deputy Title IX Coordinator and trained as a hearing officer and decision making on Title IX cases.
  • Develop documents and implements human resource policies and procedures.
  • Manage the annual review process.
  • Establish and implement internal controls for human resources.
The Executive Director will have the following experiences, capabilities, and attributes:

  • Apply experience and strategic Human Resources practitioner skills with a strong understanding of HR best practices;
  • Continue to build technology-driven methods of managing human resources while not losing sight of the human aspect of human resource functions.
  • Ability to lead with both a decisive and consultative style, foster open communications, and proactively build positive relationships with administration, faculty, staff, and students;
  • Establish and lead recruitment and hiring strategies necessary to recruit competitive and diverse talent;
  • Develop and/or enhance appropriate policies and programs for effective management of the people resources of the College;
  • Lead a strong HR team who will offer the highest level of integrity and customer service to a high performing workforce;
  • Articulate in written and oral communications and be able to relate to people at all levels of an organization;
  • Work in collaboration with key campus decision makers, serving as a trusted advisor and expert on organizational issues, complex and sometimes sensitive employee relations matters;
  • Serve as a change agent and an innovative and forward-thinking leader who can think strategically and translate strategies into actionable plans;
Requirements
  • Physical Demands: Work is sedentary. May be some walking, standing, bending and carrying of light items. No physical demands are required to perform the work.
  • Skills/Training: Excellent written and oral communication skills. Able to multi-task, work independently, has attention to detail, able to think critically, problem solving ability, the ability to analyze data and able to adapt to changing priorities
  • Education: a Master’s degree required; Human Resources certification preferred (PHR, SPHR, SHRM-CP)
  • Experience: a minimum of 10 years of progressive Human Resources experience required. Supervisory experience required. Higher education preferred. Title IX experience preferred. Experience working with collective bargaining units preferred.
  • Proficiencies: Excellent Microsoft Office Software skills including Word, Excel, PowerPoint, and Outlook; capability to generate reports from a human resource information system and other spreadsheets as required.
