Job Description

The Iowa Department of Public Defense is looking to fill an Environmental Specialist to assist the state. Must be able to pass a federal background check to obtain and keep a military Computer Access Card for access to the military network system. This position will serve as our primary Operator In charge (OIC) for the lime softening water treatment plant, water distribution, water storage operations and lagoon to provide a water utility and sewage treatment services to Camp Dodge. In addition, conduct daily inspections and on all mechanical water treatment equipment, water distribution system, and all water storage facilities. Order parts and specify replacement equipment in accordance with the newest technology available.


This position will serve as the secondary Operator for the lime softening water treatment plant, water distribution, water storage operations and lagoon to provide a water utility and sewage treatment services to Camp Dodge. Conduct inspections to ensure concepts, rules and policies are adhered to for servicing all mechanical water treatment equipment, water distribution system, and all water storage facilities. Ensure all necessary biological treatment supplies and chemicals are on hand


Reviews and makes adjustments to services, order parts, and specify replacement equipment in accordance with the newest technology available. Inspect and document the status of the water plant standby generator. Perform on-call after hour and weekend duty according to approved schedule. Provides guidance to all personnel by performing water treatment plant operator's duties


Deploys biological/environmental programs to monitor water supply wells to schedule the cleaning and service to wells as necessary to ensure an uninterrupted supply of raw water to the treatment plant including monthly well water level testing and analyze water level tests for trends.


Monitor/conduct tests and observations make adjustments necessary to maintain the safe operation.


Monitor and adjust the system control and data acquisition (SCADA) equipment provided for the continuous monitoring of the treatment plant to ensure that the water plant operates in a safe and efficient manner.


Respond to system alarms and other emergency conditions, on a twenty-four hour daily basis


Provide observation and conduct inspections of water storage facilities. Be observant of any degradation in storage tank construction material, missing safety equipment, locking devices, or alarm and sensing equipment. Makes recommendations to management through proper request procedures for contracted engineering vendors to remedy any structural concerns.


Maintain effective communication and a professional working relationship with the City of Johnston when city supplied water to the Camp Dodge


Assist in inspections of the water distribution system to ensure the uninterrupted flow of water throughout the system. Utilizes the approved Camp Dodge Valve Inspection, Exercising and Maintenance Standard Operating Procedures (SOP#01012021). Trains staff on procedures associated with SOP’s and reports


Maintain records for historical reference and for long term modeling of the distribution system's flows and pressures. Make recommendations to management for distribution system improvements in order to provide water for domestic uses and for adequate fire protection flows and volumes. Assist DNR personnel in their inspections of the water treatment plant, storage facilities, and distribution systems.


Maintain Grade III Water Treatment Plant certification and Grade I Water Distribution System certification as required by the DNR.


Perform all work in a professional manner and comply with required standards as established by regulatory agencies. Perform advance analytical sampling and laboratory testing as required by the Iowa Department of Natural Resources, the Environmental Protection Agency, National Guard Bureau, or other agencies, according to established standard methods and procedures. Conduct the necessary testing and sampling in order to provide for the safe treatment and storage of drinking water supplies as required by the DNR, EPA, and NGB required by the water operation permit as issued by the DNR to the appropriate testing laboratories in a timely manner to verify the purity of the water treated.


Maintain and operate the equipment in a manner that will provide the most accurate results possible for the testing devices. Perform calibrations, test blanks, and spikes as necessary to certify the testing equipment's ability to achieve accurate readings. Maintain records of these tests. Provide technical guidance and instruct employee (s) during the performance of maintenance of the aerated waste water lagoons, waste collection lift stations, wash point water and oil separator collection well, and the lime sludge lagoon.


Operate and performance of maintenance and operation of the three cell continuous discharge aerated lagoon system.


Maintain proper vehicle and equipment operator's permit for equipment by completing qualifications as established by the CDJMTC Fleet Maintenance Supervisor.


Maintain and operate all sewage water collection system pumping stations and lagoon stations to manage proper flows to ensure that there will be no incident of sewage backing up into buildings. Inspect the pumping stations frequently. Inspect the lagoon lift station daily


Conduct inspections at the Camp vehicle wash point. Use biological environmental management program standards, perform waste water lagoon sampling and analytical testing and monitoring to ensure legal discharge into the receiving stream of Beaver Creek as outlined in the National Pollution Discharge Elimination System permit as issued by the DNR. Maintain accurate records of all tests and sampling results.


Work closely with the Camp Dodge Environmental Section when preparing and performing land application of the lime sludge and follow their guidance. Perform other duties as assigned to support the mission of Camp Dodge and the Iowa Army National Guard and the State of Iowa.


Assist lead by performing, in accordance with set procedures, policies, and standards, such duties as instructing employees about tasks, answering questions about procedures and policies, distributing and balancing the workload and checking work. Due to the nature of the work being assigned this position will require you to move 50 lbs of material repeatedly, climb and stand on ladders, and be able to work on high structures. During testing/cleaning operations this position will required the wearing of personal protective equipment and capable of working in extreme weather conditions. Because of the use of audible alarms, this position must have the ability to detect alarms that falls within the normal hearing range. Provide positive leadership by establishing and maintaining work performance standards and expectations that are efficient, ensure that work is properly performed, and according to priorities and State environmental program concepts, rules and policies that lead an environmental program.


Work hours: 7:00 AM - 3:30 PM Monday - Friday, hours may vary with work assignments/some standby duty required.

760 Wastewater


6 months’ experience in wastewater treatment which includes any of the following:


  • Issuing or preparing wastewater discharge operation permits for point source discharges of domestic wastewater or industrial discharges or,
  • Design of wastewater treatment systems including controlled discharge lagoons, aerated lagoons, activated sludge treatment systems, or on-site systems for municipalities or industries or,
  • Experience in calculating waste load allocations or water quality based permit limits for point sources discharges
AND


763 Water Supply


6 months’ experience in the operating of a drinking water (also called water supply) treatment plant or distribution plant. Also, operation of a wastewater treatment plant or distribution system would be acceptable, because many of the principles and mechanics are very similar. 12 semester hours in: Specific drinking water treatment


  • Water resources coursework such as hydrology
  • Hydrogeology
  • Wastewater treatment
  • Advanced analytical chemistry water/wastewater
  • Watershed management
Also, any design courses specifically in water supply (drinking water) or wastewater treatment or distribution systems are acceptable


Minimum Qualification Requirements


Graduation from an accredited college or university with a Bachelor's Degree in natural science; an equivalent combination of experience and education substituting one year of full-time professional work in an environmental, radiation control, environmental health or food sanitation program for each year (30 semester hours) of the required education.
