Minimum Qualifications:
Bachelor's Degree in Environmental Health, Public Health or a related field required, supplemented by three years of experience in Environmental Health,including one (1) year lead or supervisory experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification:
The purpose of this classification is to perform duties related to supervising the day-to-day functions of the environmental, health, and safety programs for Fulton County Government within assigned district, including supervising assigned staff, assisting with developing and monitoring assigned unit budget, and investigating health and safety regulatory compliance issues. Environmental Health Supervisor is distinguished from Environmental Specialist, Senior in that the former is responsible for supervising assigned staff, assisting with budget development, and monitoring assigned unit budget; whereas the latter provides lead direction to assigned staff.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Manages, directs and develops assigned staff: Establishes workloads and prioritizes work assignments; oversees and formally evaluates performance; interviews and selects staff; mentors employees; recommends appropriate disciplinary action when necessary; mediates disagreements and resolves issues; reviews and approves decisions recommended by subordinate staff related to permit issuance and complex permits; signs off on technical plans and drawings prior to final approval by other agencies; and accompanies subordinate staff to inspections when legal action is probable.
Develops and manages environmental health programs: Directs environmental health program activities for the County that provide technical assistance and regulatory interpretation of environmental health laws to the public, officials and the regulated community; monitors achievement of, and compliance with, program goals and objectives; and maintains knowledge of current policies, laws, trends and developments in the environmental health field and applies knowledge of job performance.
Develops environmental health program budgets and performs fiscal management responsibilities: Administers local inspection fees and EHS budget; compiles the budget byevaluataing and estimating program needs such as new equipment, supplies and program improvement; and develops and monitors budget for environemental health programs.
Performs administrative duties: Trains staff on policies and procedures; performs data management duties; prepares general correspondence; maintains equipment; and plans, conducts and coordinates compliance monitoring, inspections, audits and enforcement activities in assigned district.
Provides technical expertise and testimony regarding environmental health issues to the community: Directs environmental health program activities for the County that provide technical assistance and regulatory interpretation of environmental health laws to the public, officials and the regulated community.
Implements community programs and projects: Directs and conducts environmental health studies in the community; and serves as representative and spokesperson for department.
Responds to public health emergencies in the County: provides direct service in special programs and highly technical fields in the case of public health emergencies and episodes; and conducts health and safety evaluations.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions including personal computers and peripherals, vehicles, thermometers, pool chemical test kits, transit measuring tapes and levelers.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information such as environmental health reports, laws, rules, regulations, inspection reports, legal notices, citations, and financial records, zoning documents, blueprints, performance appraisals, program reports, budgets, directives and a variety of correspondence.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
