Main Purpose of Job

This position is critical to assisting the Department of Juvenile Services (DJS) – OIG/ Licensing and Monitoring Unit (L&M) by monitoring the quality and sufficiency of services that are provided to DJS youth; and assist to ensure the health, safety and well-being of youth in care. The QA Specialist shall monitor to ensure that DJS licensed and/or certified programs, contracted and per-diem private provider programs, out-of-state residential programs and non-residential community based programs operate in compliance with applicable federal and state laws, statutes and regulations, and applicable DJS Policies and Procedures.

This position offers a hybrid teleworking schedule.

POSITION DUTIES

  • Conduct licensing, monitoring and/or certification of DJS licensed and/or certified programs, contracted and per-diem private provider programs, out-of-state residential programs and non-residential community based programs to ensure compliance with standards required by statute, regulation, policy, administrative directive and best practices to ensure the health, safety and well-being of youth in care.
  • Prepare reports for StateStat data and analysis; licensed, monitored and/or certified programs in a clear and concise manner, comprehensive, accurate files, supported by sufficient, relevant and competent evidence that may include, but not limited to research data, facility inspections, interviews with youth and staff, program policies, licensing and certification standards and other supporting and relevant documentation.

  • Conduct weekly review and analysis of incident report data for private instate and out-of-state programs. Coordinate and collaborate with the L&M Data Coordinator to conduct follow-up with private programs and licensing agencies on trends related to increases in incidents. Support the Director of Licensing and Monitoring with special request from Executive staff.

  • Databases and Shared Drives Input findings of licensing, monitoring and/or certification in the L&M Database to ensure database is updated on at least a monthly basis. Review Incident Reporting Database of assigned programs to identify trends and to assess indicators of risk to the health, safety and well-being of youth in care. Maintain the update of Licensing and Monitoring Directories/Provider Contacts, Schedules on shared drive and other relevant files and folders.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in the social or behavioral sciences or criminal justice from an accredited four year college or university.

Experience: Three years of experience providing case management or resource specialist services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.

Notes:

1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences from an accredited college or university for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Correctional Institution Administration classifications or Correctional Institution Administration specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s):

  • Candidates who have at least two years of experience researching, compiling, and analyzing data.

  • At least one year of experience of compliance monitoring and reporting in the areas of Program Management, Case Management and/or Detention of Committed Facility Mgmt. or Residential Setting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates must be willing to travel in and out-of-state to perform job duties. The travel may include overnight stay.
