Minimum Qualifications:
Bachelors degree in broadcast journalism, communications, information technology, or a related field; supplemented by five years of experience in public relations, government communications or a related field to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: None.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Requires knowledge of industry best practices in public relations.

Example of Duties

Purpose of Classification:
The purpose of this classification is to performs duties related to administering and overseeing the operations and activities of Fulton County Government’s communications, media relations, and event planning functions. Responsibilities include overseeing the development of organizational branding and marketing for the County, . In coordination with the Director of External Affairs, provides public relations support to the Board of Commissioners, County Manager, Department Heads, and Appointing Authorities.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Provides day-to-day management of public relations, marketing, social media, employee communications, and event planning functions for Fulton County Government. In coordination with the Director of External Affairs, advises County Commissioners, the County Manager, Department Heads, and Appointing Authorities on public relations matters, marketing, and news dissemination.
Plans, organizes, and implements positive communication programs designed to effectively reach the news media, citizens, employees, and other community agencies and researches, writes, and edits news articles regarding Fulton County.
Manages internal staff contacts with the media to arrange news conferences and interviews, clarify information on issues, respond to questions regarding County matters, and/or disseminate information.
Coordinates media resources with County internal staff regarding “hard news” events. Works with assignment desks and editors to proactively pitch positive news stories about Fulton County Government in local, regional and national media outlets.
Serves on an on-call (24-hour) basis to advise County officials on emergency media matters. In coordination with the Director of External Affairs, may advise Fulton County Government officials on strategies for working with the news media.
Serves as an information liaison to all local, national, and international news media.
Operates or uses various equipment, tools, and supplies in order to complete work assignments: operates and maintains television production equipment and motor vehicles; operates computers to enter data, research information utilizing spreadsheet, database, Internet, e-mail, and specialized editing software; and operates general office or other equipment as necessary to complete essential functions.
In coordination with the Director of External Affairs, coordinates with County officials, staff, producers, editors, reporters, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
