Director, Division Chief Information Officer - Operations
The Director, Division Chief Information Officer – Operations reports directly to the CIO, VP of IT and Customer & Digital solutions and will provide strong leadership and direction to the teams managing critical systems for our employees and our customers. Manages a diverse set of functions related to information technology (IT) activities involving the development, maintenance and use of computer systems, software, and networks.

Key Responsibilities
General Management Serves as Chief Information Officer (CIO) of PGE’s Utility Operations and Technical Services Division or Power Grid Operations Division and as a member of the enterprise CIO senior leadership team. Establishes and executes the division IT strategy and ensures alignment with enterprise business strategy and the delivery of capabilities required to achieve business success.
Manage Information Technology Operations Leads and directs a multidisciplinary workforce of IT professional workers through a team of direct report managers; ensures cost-effective delivery of IT services to meet business unit needs. Applies industry expertise and commercial awareness to drive financial and operational performance within the division and IT group, as well as client organizations. Serves on enterprise planning and policymaking committees; drives the development of enterprise technology standards, governance processes and performance metrics to ensure IT delivers value to the enterprise. Develops and controls annual operating and capital expenditure budgets for IT to ensure consistency with overall strategic objectives and plans. Develops and maintains an IT workforce with a balanced mix of knowledge, skills and competencies that provide the agility required to achieve digital business objectives while ensuring that core IT functions are reliable, stable and efficient. Maintains awareness of labor issues and maintains positive relationships with bargaining-unit representatives and Labor Relations toward understanding and proactively managing functional boundaries between IT and bargaining-unit workers supporting business operations.
Manage Information Technology Strategy Provides strategic direction and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the business, including enterprise architecture management, application management, security and risk management and infrastructure and operations support management. Sets the mission and vision of the IT organization in alignment with corporate strategy and to foster business results-oriented culture and mindset. Leads the development of the IT strategy and roadmap; ensures integration with the enterprise's strategic planning process and the resulting business strategy and plans. Provides strategic direction in the IT organization's innovation efforts and role in experimenting with new solutions to take advantage of those opportunities in the fulfillment of the digital business strategy of the enterprise. Develops an IT "people strategy" and an IT sourcing strategy that aligns with the business goals. Provides executive oversight for strategic vendor and partner relationship management.
Enterprise Business Strategy Integration Participates in and contributes to overall enterprise business strategy development, applying current knowledge and future vision for leveraging information and technology in business model design, business processes reengineering, products and services development and support for competitive advantage. Participates in and contributes to the assessment of external digital technologies, markets, opportunities and threats and internal technology capabilities required to achieve desired competitive positioning for the company; leads the establishment and execution of a digital workplace strategy that ensures employees have the tools and work environment to be more engaged, productive and effective. Provides direction on emerging technologies to be assimilated, integrated and introduced within the enterprise to ensure IT capabilities respond to the needs of the enterprise's digital business strategy. Collaborates with executive leadership and business partners to define and execute the digital business strategy, including development and deployment of advanced distribution management systems and integrations of operational and information technology.
Functional Leadership Exercises comprehensive functional and industry knowledge in specialized areas; directs the resolution of highly complex or unusual business problems; exercises delegated authority over planning, direction and timely execution of a function or program within the organization; establishes and maintains contacts with high-level management within and outside the company and at government agencies and with leading industry authorities in accomplishing function or program objectives.
Financial Management Sets strategy and develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of function resources and services, including the definition of cost models and charging models; sets, negotiates, approves and manages all financial budgets and targets, ensuring that there is adequate funding for function objectives and plans.
Resourcing Oversees workforce planning and resource strategy for the function, ensuring that there is adequate skilled resource to meet planned service delivery or function objectives; ensures integration with strategic human resource plans.
Professional Development Determines organizational development needs in line with business needs and strategic direction of the function; generates development strategies to achieve required change; develops and implements succession plans for key roles and may mentor senior leaders in the organization.
Education/Experience/Certifications
Education Requires a bachelor's degree in computer science, information systems, business administration or other related field (master’s degree preferred) or equivalent work experience.
Experience Typically 15 or more years of experience in IT and business/industry, including experience in IT strategic planning, organization design and development and five to seven years of mid- to senior-level leadership responsibilities; prefer experience leading large, cross-functional teams and/or enterprise wide programs and IT transformational initiatives in digital business models and innovation.
