This recruitment is open to the public. This recruitment is being held to establish an open eligible list to fill current and future vacancies within OC Community Resources, OC Community Services. The eligible list established may also be used to fill similar and/or lower-level classifications throughout the County of Orange.

The County of Orange, Orange County Workforce and Economic Development Division (WEDD) serves as the administrative support to the Orange County Workforce Development Board (OCWDB) and is primarily responsible for administering programs and activities of the Workforce Innovation and Opportunity Act (WIOA) in Orange County. The WIOA assists individuals who are employed, unemployed and underemployed, to increase their self-sufficiency and/or improve their ability to meet the demands of Orange County businesses and employers. Through WIOA, WEDD seeks to meet the needs of businesses and employers by offering programs and services that focus on recruiting, training, and retraining valued employees.
WEDD also is responsible for developing the County's Comprehensive Economic Development Strategy (CEDS). CEDS is a five-year plan for lowering unemployment, reducing poverty, and sustainable growth in our communities through strategic planning for economic development county-wide.
THE OPPORTUNITY
The Director of Workforce Development is responsible for providing leadership, guidance, and technical expertise in the area of countywide workforce development. This position emphasizes development and implementation of employment training programs; sustains community involvement at the federal, state, and local level; and ensures program compliance with all legislation and regulations, particularly those related to Workforce Innovation and Opportunity Act (WIOA). The Director also serves as chief of staff to the OCWDB; interfaces with the OCWDB Chair; advises and informs the OCWDB about national, state, and local developments affecting WIOA and local workforce development; and interfaces between the OCWDB and the Orange County Board of Supervisors. The Director of Workforce Development will have oversight over WEDD program support areas, which provide support and resources to other OC Community Services programs, as well.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have at least three (3) years of progressively responsible experience in designing, monitoring and implementing employment training programs under Workforce Innovation and Opportunity Act (WIOA) or Workforce Innovation Act (WIA).
The ideal candidate will also demonstrate extensive experience managing high-dollar grants and contracts and managing/maintaining multiple funding sources in respect to those grants and contracts. This experience should include exhibiting exceptional leadership skills and directing the development of policy, procedures, oversight and recordkeeping systems.
Additionally, the ideal candidate will be knowledgeable and skilled in the principles and techniques of supervision, personnel management, budget development and management, human resource planning, staffing, policy development and implementation, as well as the dynamics of political, community, and committee processes and development, maintenance, and enhancement of the delivery of employment services through career centers.
In addition, the ideal candidate will possess demonstrated expertise in the following competencies:

- Assisting in identifying and securing opportunities to diversify funding streams and, when designated, oversees the development, implementation and monitoring of new programs
- Designing and implementing a strategic plan that includes building an effective team and continuous updates and improvement processes
- Coordinating data quality assurance in order to address findings, trends and data related activities
- Working in collaboration with OCWDB, America’s Job Center of California Partners or similar to plan workforce development strategies and goals for improvement
- Developing and implementing strategies for continually improving stakeholder satisfaction
- Managing workforce development programs, including grant and funding management and maintaining multi-million-dollar funding streams with variable sources
- Forecasting demands, facilitating project delivery and addressing escalations and outstanding projects and relationship issues
- Training and development by ensuring appropriate training is provided to program staff and service providers
- Developing and implementing stakeholder communication strategies, managing stakeholder satisfaction projects, forums, meetings, and special events
- Forming partnerships with internal and external clients to create productive working relationships
- Collaborating with various stakeholders including internal/external clients and various departments/agencies throughout the organization
- Representing a government agency at local, regional, or state conferences and functions informally or through participation in associations, forums, or conferences
- Participating in inter-departmental initiatives with other government entities
- Negotiating and persuading stakeholders utilizing strong business acumen
- Analyzing program performance outcomes and expenditure rates
- Coordinating analysis of required performance measures and preparing negotiation responses for programs for state and federal consideration
- Solving problems effectively through strong analytical skills
- Addressing compliance and performance matters as related to WIOA programs and fostering program development growth
- Attracting, leading, and developing employees to benefit their teams and their career goals
- Providing structure to a team with tools and processes to achieve best practices
- Performing supervisory tasks related to performance and talent management, training and staff development, and creating and maintaining succession plans
- Providing oversight related to organizational and professional development of staff related to leadership development, management development and organizational effectiveness and productivity
- Leading and creating a team with a strong customer service focus and excellent organizational skills
