1 Seeks, develops, and maintains relationships with outside stakeholders including community partners, educational institutions, and government entities to foster collaborative workforce strategies and pipeline development. Oversees scholarship funding and disbursement for programs developed.

2 Develops and deploys processes for anticipating occupational and entry-level workforce development needs that guide individuals to productive careers at St. Elizabeth Healthcare; supporting high school and college internships and exposure to careers within the healthcare industry, including post-secondary medical/healthcare education opportunities.

Develops the processes used to conduct strategic workforce planning for the system and identifies technology and/or systems to support, measure, and report outcomes.

4 Leads community benefit and outreach for the Office of Workforce Development, including career outreach and education, for promotion of students to healthcare careers as well as coordinating the Administrative Fellowship program, ensuring the ongoing recruitment process of yearly candidates and selection. . Responsible for clinical affiliation contracts and placement of clinical experiences for nursing and allied health programs

5 Program Director for National and international recruitment of administrative fellows. Sets policies, practices and operations to ensure fellows have a meaningful experience while promoting them across the organization as future leaders. Develops marketing page and parameters, operationalizes recruitment process annually and the operations of project requests.

6 Designs and deploys efficient services, offers revenue enhancements, monitors expenses and trends, and benchmarks other healthcare systems to ensure competitive, robust workforce development programs.

7 Oversees associate development processes, evaluates job performance, offers constructive feedback, counsels as necessary and provides ongoing coaching to ensure activities are performed within the department and in accordance with system-wide policy.

8 Serves as a consultant to facility sites, task forces, committees and projects relating to workforce policy, procedure, and program development.

Qualifications
Education, Credentials, Licenses: Bachelor’s degree in Education, Business, Health Care Administration, Human Resources, Nursing, or related field
Master’s degree
Specialized Knowledge: At least 7 years of experience in Strategic Workforce Development, Human Resources, Health Care Administration, Community/Non-profit/Education partnerships and/or other related work. Requires verbal, quantitative, and interpersonal skills necessary to gather and analyze data, prepare related reports, and explain and interpret healthcare system policies. Experience driving change, leading programs, improving processes, and working collaboratively across multiple functions to gain commitments and implement sustainable change. Strict adherence to confidentiality and high ethical standards.
Excellent consulting, communication, presentation, facilitation and influencing skills with the ability to adapt style to all levels of management and associates.
Strong business acumen, organizational savvy, and project management skills.
Experience developing programs to address workforce pipelines and developing business plans.
Experience executing strategic initiatives in a large healthcare system.
Experience in working with multiple levels, groups and/or matrix organizations.
Proficient with developing/utilizing metrics to plan and make decisions.
Empathetic / Servant Leader approach when engaging on complex workforce development topics.
Superior analytical skills for market intelligence management and targeted execution of measures.
8+ years of healthcare workforce development experience in academic partnerships, state and/or federal workforce development programs, higher education in allied health, learning development, or organizational development.
Successful history of obtaining funds for enterprise-level workforce development initiatives.
Kind and Length of Experience: Minimum 7 years of demonstrated professional experience leading, advising, and implementing best practices related to workforce development.
8+ years of healthcare workforce development experience in academic partnerships, state and/or federal workforce development programs, higher education in allied health, learning development, or organizational development.
