The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also funds Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $5 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a "responsible public entity" for the acquisition, construction, improvement, maintenance, or operation of a "qualifying transportation facility" under the Public Private Partnership Act of 1995.
- Hire and manage staff and consultants to accomplish VPRA's goals and meet VPRA's program management goals and commitments.
- Establish and manage an annual budget for program management activities ensuring VPRA's program management goals and commitments are met within the established budget.
- Collaborate with VPRA colleagues on all programmatic matters related to safety, quality assurance/quality control, risk management, design control, document control, project controls for schedule and budget, financial reporting, project planning, engineering, and procurement in the development, modification, implementation, and oversight of programmatic plans, procedures, and policies affecting those disciplines.
- Lead the implementation and configuration of a comprehensive Program Management Information System of software tools and procedures which will capture and optimize the flow of project data needed by project managers, senior management, project partners, and the VPRA board, including what is required for monthly review meetings, contractor management, programmatic reporting, and project reporting.
- Review Project Management Plans for individual projects to ensure conformity with programmatic policies and procedures in applicable Program Management Plans and specific project partner requirements.
- Recommend and implement new or amended policies and procedures to improve program effectiveness, efficiency, and compliance with legal/regulatory requirements.
- Serve as the contract manager for VPRA's Program Management Consultant, including developing and awarding annual work plan task orders in collaboration with colleagues across VPRA and managing the contractor's work for program management activities against approved task order scopes and budgets.
- Serve as the project manager for developing the Annual Program Milestone Plan in collaboration with colleagues in engineering, service planning, and finance, as well as in concert with project partners at VRE, CSX, and Amtrak and in compliance with legal requirements.
- Maintain and periodically update VPRA Program Management Plans to ensure the plans remain compliant with all legal/regulatory requirements, reflect changes in adopted policies and procedures, respond to program partner comments and updates, and incorporate new/emerging best practices in the industry and lessons learned.
- Prepare and present routine and ad-hoc programmatic level reports for senior management and VPRA's board.
- Establish and implement policies and procedures following VPRA's Program Management Plans.
- Provide support to VPRA project managers as applicable when FTA or FRA conducts program oversight activities.
- Monitor project management plans and project progress in identifying updates that may be needed to project management plans as projects move through the design and construction phases.
- Minimum of 5 years of experience managing programmatic policies and procedures for a complex program of large transportation projects.
- Knowledge of and experience with software and processes constituting a defined Program Management Information System.
- Experience managing design and construction activities for a large transportation project as a project manager, project engineer, or similar capacity.
- Experience complying with Federal Railroad Administration and Federal Transit Administration guidelines and requirements related to funding agreements, program management, and project management.
- Ability to research and prepare technical reports for senior management, regional bodies, governmental officials, and various committees, boards, and commissions.
- Knowledge of business process analysis and mapping in developing, assessing, and updating business processes used in program and project management.
- Experience using a comprehensive, formal project management plan to guide the successful delivery of a large transportation project.
- Ability to work collaboratively with colleagues and project partners with differing goals.
