Division of Communication Services

The CDHS Division of Communication Services (DOCS) is an organizational work unit within the Policy and Communications Division. DOCS creates and oversees external and internal communications, marketing and branding for all of CDHS. DOCS provides support to CDHS programmatic offices: the Office of Economic Security, the Office of Civil and Forensic Mental Health, the Office of Children, Youth and Families and the Office of Adult Aging and Disability Services. DOCS also supports the Community Partnerships Division, and Administrative Solutions, which provides support services to all of CDHS. DOCS is the direct communications support for senior leadership and works closely with all levels of leadership within CDHS, the Governor’s Office and other state agencies.

Description of Job

This position will have hybrid working arrangements.
Please note: These working arrangements are subject to change.

This position exists to design, lead and manage CDHS statewide marketing campaigns, promote the State’s human services programs and services available to Coloradans, as well as take on special projects relative to the Department’s programs and divisions. The Marketing Director is a work lead responsible for the planning, coordination, and execution of external statewide campaign strategies and goals that support and align with Department goals, and works with other state agencies (e.g. CDHS, CDEC, HCPF, COAG and CDPHE) and community partners, as well as, the CDHS senior leadership team. This position requires knowledge and expertise regarding comprehensive marketing campaigns and measurement.

Job duties of the Director of Marketing include, but are not limited to:
  • Applying expertise in current marketing approaches and methods
  • Attending to all aspects of campaign communication development and implementation including, but not limited to, serving as the point person for agency partners; coordinating with stakeholders to convene advisory committees; budgeting and invoicing, contract management, conducting research; and executing and/or developing funding requests, statewide plans, strategies, policies and procedures for marketing
  • Analyzing and applying recent and relevant data and researching to design strategy, systems, processes guidelines, rules, and standards that are mission-critical to communicating on programs and services provided by CDHS.
  • Recruiting, training, supervising and developing marketing staff
  • Evaluates the effectiveness of various efforts, messages and audiences to inform ongoing optimization and development of messages to best reach the people of Colorado who qualify for, or participate in, CDHS program(s),
  • Providing expert opinion and a unique level of expertise as a senior authority in marketing and statewide campaigns

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Minimum Qualifications

Eight years of professional experience in marketing OR a bachelor's degree from an accredited institution in a related field of study and four years of experience in marketing.

Substitutions

Additional appropriate education (ie. master's degree in Marketing) will substitute for the required experience on a year-for year basis



Preferred Qualifications
  • Experience creating strategic marketing plans for large organizations and broad audiences
  • Experience with campaign creation
  • Ability to disseminate and understand a wide variety of subject matter and topics simultaneously
  • Experience at an agency/managing an agency
  • Experience overseeing the scope and management of public marketing campaigns
  • Experience with organizational leadership and executive-level decision making

Conditions of Employment
  • Must pass a standard background check
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
