Job Description

Wilmington College is seeking applicants for the position of Director of Human Resources. This is a full time, exempt level position on our main campus in Wilmington, Ohio. This position reports to the President.


The Director of Human Resources directs and oversees College's human resource and payroll activity, employee recruitment/selection/orientation and fringe benefit administration. Also oversees job analysis/position evaluation, training/development activities, handbook updates, employee compensation and performance appraisal and maintains official personnel files for non-faculty. Issues/reviews employee communications, employment contracts, job descriptions, mandated reports, salary studies and personnel procedure documentation. Serves as the college's Affirmative Action Officer, investigates certain legal issues on behalf of college, arbitrates/investigates complaints and counsels supervisors and employees.


Duties And Responsibilities


General


  • Supervises human resources office staff.
  • Ensures accurate and confidential maintenance of employee records.
  • Update and maintenance of Staff and Faculty Handbooks.
  • Drafts/revises and recommends written personnel procedures. May research trends to recommend new standards or criteria to be applied to achieve conformity of application of procedures. After soliciting input from/approval by appropriate groups, posts new/revised personnel procedures in the common file. Develops/revises forms and processes to streamline procedures.
  • Overseas all human resources activities and serves as the Affirmative Action Officer.
  • Develops departmental budget and objectives and performs other duties as assigned by the President.
  • Standing member of Staff Council obtain employee input with the objective of improving employee communications, quality of work life and morale; creating improved levels of teamwork and student service; and identifying training needs.


Employee Lifecycle


  • Works with appropriate staff in the preparation of annual contracts. Ensures accurate calculation/preparation of new contracts.
  • Reviews requests for new and replacement positions and ensures that proposed hiring range is appropriate. Using the job description and/or materials provided by the supervisor, develops announcement of opening and advertisement. After approvals, authorizes the position to be advertised in appropriate publications and posted in the Open Position List and on line.
  • Oversees maintenance of resumes, applications and Affirmative Action logs. As Affirmative Action Officer, addresses any diversity concerns or equal opportunity issues.
  • Creates and issues employment offer letters and conducts appropriate background investigations on all new hires and rehires.
  • Develops/implements/administers job analysis processes and the employee classification system. Reviews and/or oversees preparation of new and revised job descriptions and ensures their regular maintenance and updating. Oversees employee compensation system and conducts salary studies to recommend adjustments to salary scales.
  • Conducts needs analysis to determines training needs and conducts training or oversees implementation of training programs. Assess effectiveness of programs and service providers.
  • Arranges periodic employee information sessions and prepares communications and HR Briefings for employees regarding benefits, human resources procedures and other matters of interest to staff.
  • Participates in the applicant interview process and consults regarding recommendations for appointment. Makes/ensures that reference calls are made for support staff positions. Establishes procedures for communication with applicants during and after the search process.
  • Facilitates terminations including position eliminations, retirements, non-renewal of contracts, and associated separation agreements when applicable.


Benefits


  • Chairs the College investment committee associated with the retirement plan.
  • Serves as primary liaison with the College's benefit consultants. Assesses the effectiveness of benefit programs and makes recommendations to the CFO and President regarding changes/modifications to employee benefit plans/vendors/consultants.
  • Administrator for the College's retirement plan and compliance items such as annual reporting and audits.
  • Addresses employee questions and concerns regarding benefits, manages annual open enrollment period activities and benefit enrollment changes through the year and oversees cafeteria plan and spending plans.


Payroll


  • Implements new systems for more effective payroll processing and/or access to data. Investigates, recommends and ensures effective implementation of new payroll procedures/ systems.
  • Directs payroll preparation, ensuring timely accurate processing including year-end activity and W2 processing.
  • Develops queries and summary reports to utilize data as required or trains others to do so.
  • Approves check requests for salary advances, payroll transfers and payments to benefit vendors. Oversees procedures used to calculate deductions taken and to reconcile deductions taken with monthly billings from vendors.


Performance Management


  • Counsels employees. Monitors and arbitrates complaints as necessary. Conducts investigations when required and issues recommendations following those investigations. Represents college at hearings for unemployment appeals, etc. Discusses legal matters with college attorney as appropriate.
  • Counsels supervisors regarding appropriate steps to deal with employee performance issues, ensuring that supervisors understand and accept the legal requirements that must be satisfied before any action is taken.
  • Systemizes and oversees performance evaluation processes for support and administrative staff.


Compliance


  • Prepares/oversees preparation of Federal- and State-mandated reports and various salary/staffing surveys. Oversees Worker Compensation claims and responds to Unemployment claims.
  • Develops/modifies procedures and provides training/information to employees to help ensure that legal mandates related to matters such as avoiding sexual harassment and meeting requirements for COBRA, FMLA, ADA and diversity are addressed by the college.


Qualifications


  • Experience in higher education highly desirable.
  • Ability to plan and implement projects with a college-wide impact.
  • Related Bachelor's degree plus at least four years of related experience in human resources administration. PHR or SHRM-CP preferred.
  • Knowledge of a broad range of human resources functions, including compensation, benefits, payroll processing, HRIS/Payroll systems, job analysis, recruitment, training and affirmative action issues.
  • Ability to communicate effectively with a diverse population.
