Job Description
CLASS SUMMARY:

Oversees multiple Operations department activities with direct oversight of including but not limited to Facilities Maintenance, Contracted Services, and Asset Management. Directs seasonal operations, skilled trades, and contracted services teams with accountability for the effective maintenance and management of assets and facilities in a 24/7 operating environment.


ESSENTIAL DUTIES:

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Provides direct oversight for all winter operations which includes, but is not limited to, airfield, streets and sidewalks to ensure safety of passengers and staff.
  • Provides support and assistance for the EOC (Emergency Operations Center) in the event of an emergency in the absence of the Vice President Maintenance and Asset Management.
  • Responsible for Snow Team Operation implementation.
  • Ensures cooperation, coordination, and effective communication flow among contract management and KCAB maintenance departments. Communicates necessary contracted activities to appropriate parties.
  • Designs, develops and delivers best practice systems relating to process, policy and procedures in areas of oversight.
  • Monitors contractors and their performance to ensure compliance with terms and conditions associated with the contract and operating and maintenance standards are being met. Holds contractors accountable for not following the terms and conditions of the contract or quality of work.
  • Participates in capital improvement programming and ensures departmental representation on project planning and management teams.
  • Overall responsibility for establishing the goals and objectives of departments consistent with the organization’s priorities, and ensuring applicable resources are available to accomplish the goals and objectives.
  • Assist with preparation and administration of departmental budgets providing effective fiscal management that aligns with the organizational goals.
  • Directs departmental leadership staff to ensure operating and maintenance standards are being met.
  • Manages projects timeline and budgets.
  • Responds to airport emergencies, weather emergencies and other irregular operation situations as required.
  • Establishes and implements a comprehensive preventive maintenance program that effectively utilizes staff and other resources while ensuring high reliability standards.
  • Leads regular meetings with the Operation department heads to provide support and coordinate project oversight.
  • Create key performance indicators to monitor and measure areas of improvement in contract service levels and workforce efficiencies.
  • Staff management responsibility to include supervision, delegation and review of assigned work, hiring/terminating, performance appraisals, coaching/counseling, staff development, succession planning and application of organizational policies and procedures.
  • Delegates management of maintenance contracts as appropriate.
  • Maximizes the opportunities for operational excellence through best practice maintenance techniques, including optimizing the use of the data created by the computerized maintenance management system (CMMS).
  • Evaluates and analyzes maintenance activities to determine activities that should be performed in-house versus contracted. Completes routine evaluation of potential and existing contractors with respect to qualifications, costs, and quality of work.
  • Performs other duties of a similar nature and level as assigned.
  • Responsible for all contract management activities as documented in KCAB Policy 1014, regarding Contract Management.


TRAINING AND EXPERIENCE:

Bachelor’s degree in a related field to the area of assignment and ten years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.



LICENSING/CERTIFICATIONS:

  • Valid driver’s license required;
  • Obtain and maintain position appropriate NIMS & emergency training.
  • Maintain Security Identification Display Area Clearance (SIDA);
  • OSHA 30 hour;
  • ASOS Basic and Advanced;
  • NIMS 100, 200, 300, 400, 700, 800, G-775, G-191;
  • Obtain/Maintain movement area driving training;


KNOWLEDGE OF:

  • Preventive and predictive maintenance;
