Job Description

Under the direction of the Director of Facility Operations for the Texas State Hospitals (SH), the Director of Programs is responsible for overseeing SH program direction, guidance, and coordination. The Director of Programs is responsible for strategizing and planning comprehensive evidence-based programs that align with SH goals and objectives. This position will work closely with the Associate Commissioner and other leadership to establish priorities, standards, and measurement tools for determining progress in meeting goals, coordinating, and evaluating program activities or business functions. The position also coordinates with other areas of the SH central office, such as forensic services, clinical services, facility management, capacity management, and quality management. This position oversees the statewide clinical programming and provides a psychiatric rehabilitation program that reduces length of stay necessary to meet discharge criteria and monitors the delivery of recovery plan interventions and documentation of tasks and timeliness to ensure quality of care excellence. This position may be assigned to telework when not required for in person meetings and state authorized travel.


Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Plans, implements, and oversees management support of SH programs to meet agency objectives including making major program management and support decisions impacting the state hospitals. 25%
Monitors, assesses, and oversees SH support and client service needs by defining target populations to be served; recommends the scope, content, and quality of services to be provided; and coordinates service delivery issues with the Director of Facility Operations. 10%
Serves as a member of the SH management team assisting the Director of Facility Operations and agency executives in devising plans and activities to accomplish visionary concepts outlined by agency leadership. 15%
Develops program objectives, benchmarks, and goals for the SHs. Establishes and monitors processes which facilitate accountability and provide meaningful, objective feedback to all stakeholders on progress toward the achievement of those objectives and goals. 10%
Advises the Associate Commissioner and Director of Facility Operations on the status of programs; and makes recommendations for effective and efficient use of resources. 10%
Ensures oversight of the management support of all state hospitals and ensures that the health, safety, care, treatment, and support provided by each hospital meets the needs of the individuals served and reflects professionally accepted standards of practice. 10%
Manages the development and continuation of partnerships with state hospital stakeholders, including individuals served and their families, advocacy groups, local authorities, the judiciary, the Legislature, other state and federal agencies, professional associations, and the general public. 5%
Makes presentations, provides information, or testifies to legislative offices or committees, other state and federal agencies, stakeholders, and other organizations regarding division programs and services. 5%
Maintains a workforce that is appropriately configured, trained, and supported in its mission to provide quality care to the individuals served. 5%
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Registration or Licensure Requirements:
Texas driver's license

Initial Selection Criteria:
Bachelor’s Degree from an accredited college or university majoring in psychology, social work, nursing, rehabilitation, public health, public administration, health care administration, hospital administration, business administration, law, special education, or related field.
Plus
(7) seven years of experience in the administration, management, and productivity improvement in the human service delivery field (e.g., mental illness, intellectual and developmental disability, etc.) of a large organization or department.
OR
Master’s Degree or higher from an accredited college or university majoring in psychology, social work, nursing, rehabilitation, public health, public administration, health care administration, hospital administration, business administration, law, special education or related areas.
Plus
(5) five years of experience in the administration, management, and productivity improvement in the human service delivery field (e.g., mental illness, intellectual and developmental disability, etc.) of a large organization or department.
AND
Experience overseeing or managing clinical program activities in a residential, hospital or inpatient care setting.
Experience in policy development.
Experience in data analysis.

SALARY NOTE: The posted salary range reflects the minimum and maximum allowable by state law. Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual Chapter 7.

Flexibility in work hours may be required for this position. The position may be requested to work overtime and/or extended hours.
