Job Description
Reporting to the Senior Director, Planning, Design & Construction, the Director, Clinical Facility Design will lead the facilities design activities of Tenet Healthcare and its affiliates. This person will be accountable for providing strategic vision, leadership, and prioritized direction for designated architectural, maintenance and engineering projects for the assigned region. The position will research, identify design needs & requirements to ensure compliance with applicable federal, state, and designated regulatory agency(s) rules and regulations. Project direction will include design planning, budgeting, project, and cash flow management.
Responsibilities
  • Create and maintain project artifacts, including: project plans, project status reports, project issues and risks, change requests, requirements, designs, communication plans, education materials and knowledge transfer documentation for multiple projects.
  • Identify out of scope work, manage change requests, and determine contingency impact when necessary.
  • Retrieve, evaluate, and manage consultant proposals (Including but not limited to, Signage, Low Voltage, Telecom, Med Equipment, Information Technology, artwork, furniture).
  • Manage facility design, construction and equipment planning within the approved scope, time frame and budget for all de novo, relocation, and expansion projects. Coordinate with other project management team members when assigned together.
  • Engage in end of project walk – throughs and preparation for occupancy to assure clinical / regulatory perspective is considered and addressed as needed.
  • Performs additional related duties or special projects as required or assigned.
  • Provide trouble shooting and assist in solving problems as required.
  • Direct and coordinate the planning and refinement of the project scope (resources, schedule, and financial estimate).
  • Oversee and coordinate external consultant team activities and manage the execution of the projects within the agreed upon scope, timeframe, and budget.
  • In coordination with equipment planner, oversee schedule for purchase of all equipment requiring long lead time procurement, coordinate the schedule with the early preparation of contract documents and coordinate the delivery of the equipment.
  • Review and approve or recommend contracts, invoices, change orders, and purchase orders. Assure proposed / submitted documents are within project budgets, are appropriate for project approved scope, and comply with company policy and regulatory requirements – or alert for assistance in reviewing.
  • Coordinate health department and building department reviews, building and occupancy permits, and other approvals from governmental and private regulatory agencies to achieve occupancy.
  • Develop budget and coordinate plan for and purchase/lease of all equipment, furniture, and low voltage.
  • Participate in appropriate recurring work plan management calls, internal team status meetings; document risks and issues throughout project lifecycle and communicate to the team per current policies and procedures.
  • Provide scope of facility, space planning information and high-level construction / fixed equipment / low voltage / building related budgets for all de novo, relocation, and expansion projects at feasibility. Work with contracted and in house teams to refine budgets for approval.
  • Create contingency plans when necessary to manage project risks.
  • Provide clinical, operational, and regulatory expertise during all project management phases, guide design team and equipment planner in designing efficient and effective plans; work with existing center / regional staff and ensure operational goals are addressed.
  • Engage and manage the architect & engineering design team, equipment planner, and other required consultant team members for the development of ASC projects including feasibility, test fit, planning, design, and construction.
  • Coordinate contractor qualifications, bidding process, contract review, and prepare contractor selection recommendation to leadership when needed. Work with other USPI staff to facilitate their work on these tasks when assigned together on projects.
  • Direct the identification and sourcing of internal and external resources needed for the project.
  • Coordinate resolution and claims arising during the progress of construction or assist project management teammates when assigned together.
  • Multi-task many projects in different phases.
  • Attend owner, architect, contractor meetings (OAC meeting) for projects as required.
  • Identify and manage payments for permits, fees, and other soft costs (related to design and construction).
  • Attend pre-construction conferences with the contractor, sub-contractors, architect, engineers, and all applicable parties to ensure that there is full understanding of the projects scope of work, schedule, and individual responsibilities.
  • Ensure that issues and risks are properly escalated and resolved.
  • Perform responsibilities and other related duties as assigned for Tenet hospital projects.
Qualifications
  • Good organizational skills with the ability to prioritize workload and successfully manage all financial activities.
  • Master’s degree in Business Administration is a plus.
  • Knowledge of organizational structure, workflow, and operating, customer service standards, and equal opportunity and affirmative action.
  • Demonstrated experience in the development of high performing nationally distributed teams.
  • Strong analytical skills and demonstrated management and supervisory capabilities are required.
  • Bachelor’s degree in Business, Construction Management, Architecture, Project Management, or a relevant field is required.
  • PMP Certification or similar training preferred.
  • A cooperative approach to problem solving with the capability of building consensus and support, working across functional lines to engage disparate resources to work together to achieve desired results.
  • Experience with large scale employed physician groups is highly preferred.
  • Ability to travel nationally up to 75% required. Selected candidates will be required to pass Motor Vehicle Record check.
  • Computer literate with strong Microsoft and project software suite skills.
  • Working knowledge of Joint Commission survey process regarding Environment of Care NFPA codes and standards including Life Safety Code, Fire Alarm is desired.
  • Clinical design background is required - Acute Care, Ambulatory Surgery Centers, Emergency Department, Micro Hospitals, etc.
  • Strong management skills within a multifaceted and complex organization with a diverse set of perspectives.
