De&S Project Manager

The UK Future Cruise Anti-Ship Weapon (FCASW) French liaison officer is a key enabling post, underpinning the early stages of a maturing £6Bn complex weapon programme. This is a joint UK-France programme in the Assessment Phase, working under a Memorandum of Understanding (MoU) that requires co-operative working and the expectation of cross deployed staff in UK and France. France have assigned 2 French MOD (DGA) staff part time to work in UK DE&S/MBDA Filton from other projects and their embassy. The UK has offered a Liaison officer to work alongside DGA and MBDA France. At this embryonic stage of the programme, no formal joint project office has been set up in Paris, though DGA have allocated an office room for the UK liaison officer to use and access to both France and UK IT are provided.

Responsibilities
The main tasks of the Project Manager include but are not limited to:

• User engagement & integration aspects
• Workshare including strategic elements of UK sovereign work on RJ seeker and wider alignment with Meteor
• Location(s) – possible UK and FR sites to be collocated with MBDA delivery effort.
• Governance
• Support development of UK positioning on Ram Jet (RJ) programme, including
• Costs & Secure comms implications/solutions
• Support work to introduce further partner – nominally Italy, including engagement
• Support/manage challenging UK-France relations on all aspects of the FCASW programme
• Work with UK team to unlock Turbo Propulsion Government Furnished Equipment (TP GFE) aspects with FR content – e.g., booster, reuse etc
• Support 1-4* engagements and prepare aligned UK-FR positions
• Support in country French dialogue to understand real FR issues & concerns, using native language to break down barriers
• Lead on work to explore and develop case to use OCCAR (or not) for D&M phase
• Cost envelope
• Staffing and maintaining appropriate control on strategic direction
• Support related UK-FR elements of secure comms enablers
• Support convergence on approach to Development & Manufacture (D&M)
• VAT aspects
• Technical risk (with support from UK SMEs)
• Support positioning of UK with FR on all Turbo Propulsion (TP) aspects with issues or concerns
