WORK HOURS: 8:00 AM TO 5:00 PM
This position is responsible for coordinating the City’s Community Rating System activities and works with the Federal Emergency Management Agency (FEMA) to document and verify the City’s involvement in the National Flood Insurance Program and Community Rating System. The Community Rating System Coordinator will ensure that the City maintains a Class 5 rating or better. This position will work under the general supervision of the Floodplain Manager within the Building Department.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Assists Floodplain Manager in monitoring national and state legislation and insurance updates for FEMA’s National Flood Insurance Program (44CFR) and the Community Rating System and monitor the availability of state and federal grants.
- Oversees implementation of credited activities to maintain Community Rating System classification (Class 5) and advises FEMA and its Insurance Service Officer/Community Rating System Specialist of activity modifications.
- Manages and implements Community Rating System activities such as repetitive loss, hazard disclosure, flood protection information, and floodplain management and mitigation planning.
- Actively participates in the Osceola County Local Mitigation Strategy Working Group and Central Florida CRS Users Group.
- Maintains Community Rating System activity records.
- Administers and manages the City’s National Flood Insurance Program Community Rating System.
- Assists and cooperates with FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV), Insurance Service Officer audits and reports, annual recertification and Community Rating System program reviews.
- Coordinates and prepares educational programs, events, printed materials, web-site information, maps, and public outreach programs for the Community Rating System.
- Performs related work as assigned.
- Collaborates with local, regional, state and national partners.
- Responds to media and citizen requests relating to the Community Rating System.
- Coordinates the Program for Public Information and implements all approved activities.
- Assists the Floodplain Manager in tracking components to be included in the Insurance Service Office reports.
Minimum Education and Experience Requirements:
Requires a Bachelor’s Degree supplemented by two (2) years of experience in community development, construction, permitting, or environmental science or an Associate’s Degree supplemented by four (4) years of experience; or an equivalent combination of education, certification, training and/or experience.
- FEMA’s Emergency Management Institute (EMI) E 278-National Flood Insurance Program/Community Rating System preferred (or to be obtained within 1 year of hire).
- Must possess and maintain a valid Florida state driver’s license with an acceptable driving history.
- Training in FEMA’s National Flood Insurance Program (NFIP) and NFIP Community Rating System (CRS) and willingness to obtain and maintain a Certified Floodplain Manager (CFM) certificate preferred.
- FEMA’s Incident Command System Courses: ICS-100, ICS-200, ICS-700, ICS-800, ICS-300 and ICS-400 (or to be obtained within 6 months of hire).
Knowledge, Skills and Abilities:
- A strong knowledge of Microsoft Windows.
- Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the National Flood Insurance Program.
- Excellent customer service, strong math, and verbal/written communication skills; ability to speak effectively before groups and respond to questions.
- Ability to establish and maintain effective working relationships and communications with homeowners, contractors, public officials, fellow employees, business and community interest groups, and the general public.
- Ability to read and interpret Flood Insurance Rate Maps, blueprints, tax maps, plat books of subdivided lands and other relevant maps.
- Ability to prepare correspondence, summaries and reports in a clear and concise manner.
- Knowledge of FEMA’s National Flood Insurance Program (NFIP), Community Rating System, flood mitigation techniques and applications, elevation certificates, letters of map change, knowledge of flood insurance, Florida Building Code and general construction/development regulations.
- Demonstrates excellent oral and written communication.
- Must be self-motivated, detail-oriented, possess a strong work ethic and able to demonstrate the ability to work independently.
- Working knowledge of departmental software, to include TRAKiT, and BlueBeam, and GIS software.
Mathematics: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio, percentage and to draw and interpret graphs.
Language Ability: Ability to read and comprehend moderately complex instruction, correspondence and memos. Ability to write professional correspondence. Ability to effectively present information to elected officials, management, regional partners, and in one-on-one and small group situations to customers, clients and other employees of the organization. Ability to read, write and speak English is required.
Reasoning: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
