Job Description

Performs complex (journey-level) business analysis work. Work involves gathering, developing, and documenting user requirements; reviewing, assessing, and developing business processes; creating and validating user acceptance testing; performing post-implementation support of systems; and providing support for the systems development life cycle. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.


Essential Job Functions:
  • Serves as the product owner for certain CPI related IT projects. This includes triaging identified defects while overseeing their resolution through the refinement and enhancement processes. This includes gathering, analyzing, and documenting business processes regarding identified defects.


  • Serves as the main program point of contact for the Scrum team and is responsible for being the voice of the program on Scrum projects.


  • Presents timely information back to CPI stakeholders on Scrum projects including presentations and status updates to CPI Leadership.


  • Assures CPI program is prepared and ready for the IT changes coming from the Scrum team to include ensuring updates to policy and procedures, training resources, how-to resources, etc.


  • Develops user stories and use cases for the Scrum team


  • Responsible for the Scrum team backlog including prioritization, refinement, and other preparation.


  • Sees IT projects through completion including approving test script, approving build in demo meetings, and being responsible for user acceptance training


  • Represents CPI to certain IT partners. Reviews design documents, testing procedures, and quality standards for certain planned IT changes. Assists CPI IT Liaison in coordinating CPI IT projects.


  • Monitors the maintenance and enhancement of the case management system to ensure proper functionality.


  • Performs other duties as assigned.


  • Knowledge Skills Abilities:
    Knowledge of large-scale IT operations and information technology industry trends.
    Knowledge of process or systems analysis and design work.
    Knowledge of Software Development Lifecycle (SDLC) process for report development.
    Knowledge of software usability concepts.
    Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities.
    Skill in troubleshooting, performance tuning, and problem-solving.
    Skill in verbal, written, and presentation communication.
    Ability to provide technical assistance by responding to inquiries from others regarding errors, problems, or questions about programs.
    Ability to build consensus across multiple teams and working with teams located in different geographic locations.
    Ability to provide excellent customer service.
    Ability to accurately track time spent working on projects, as well the ability to accurately estimate changes or enhancements.

    Registration or Licensure Requirements:
    Preferred but not required:
  • Project Management Professional (PMP) Certification

  • ITIL 4 Foundation Certification

  • CSM/CSPO (Certified Scrum Master/Certified Scrum Product Owner)



  • Initial Selection Criteria:
    Graduation from a four-year college or university with major coursework in business or a related field. Appropriate experience may be substituted for the required education on a year-for-year basis.

    Minimum of 5 (five) years of experience working on complex IT enterprise projects.
    Minimum of 3 (three) years of experience in an analysis role that required complex problem solving.
    Experience in Agile software development methodologies.


    Additional Information:
    The position can be housed at any regional headquarters location in the State of Texas.
