Budget & Policy Analyst I

This position performs advanced budget preparation and financial research to support the formulation and administration of the City's annual operating and/or capital budgets. The Department of Budget & Strategic Planning is seeking innovative and analytical professionals for the position of Budget & Policy Analyst to work within the team that develops and maintains the city’s budget and develops budget policy.

The annual budget is the most significant policy document that the city produces. Our department takes this duty seriously, working to ensure that the city is efficient, delivers the right services at the right cost, provides excellent core services, and meets resident expectation.

Outside of budget development, Budget & Policy Analysts get the chance to provide analytical support to department directors and the City Manager's Office and to identify solutions to the most pressing policy issues facing the city.

• Perform citywide position management including monitoring and oversight; review and recommend position related change requests
• Build rewarding relationships with departments to assist with problem solving and process improvement.
• Analyze and evaluate program performance and make recommendations to senior leadership
• Develop and present policy analysis to senior management using robust data analysis and visualization techniques.
• Assist with creating performance measures that accurately measure programmatic outcomes
• Assist with developing a public outreach campaign to encourage residents to participate in the budget process.
• Assist with the preparation of detailed budget document, PowerPoint presentations and other collateral materials.
• Evaluate, manage and improve upon processes citywide
• Review changes to a department’s budget and staffing and prepare a written recommendation detailing how proposed changes meet service objectives and operational needs.
• Analyze issues and work on special projects such as the local impact of a state or federal mandate.
• Evaluate department budget requests and recommend budget adjustments based on historical financial research and comparison; prepare a written detailed analysis for senior leadership.
• Assist with the development of the city’s annual Operating and Capital Budget
• Assist with developing an internal communications campaign to explain the budget process and alert staff to important deadlines
• Performs other duties as needed or assigned.

• A Master's degree in Public Administration, Public Policy, Finance or a related field;
