Job Overview/Summary:
The International Rescue Committee is seeking a Budget Officer for an Office of Refugee Resettlement (ORR) program, Switchboard. Switchboard is a one-stop resource hub for refugee service providers in the United States. Switchboard provides training and capacity-building services to ORR-funded refugee service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. The Budget Officer will be responsible for ensuring accurate and timely budget management for the Switchboard project, compliant with IRC and funder requirements. This staff person may be located anywhere in the United States.
This position is contingent upon receipt of grant funding.
Major Responsibilities:
- Monthly personnel allocation requests
- Assist Director (budget holder) with operating budgeting processes for the Switchboard project, including:
- annual project budgeting
- monthly budget vs. actual spending reports
- monthly personnel allocation requests
- periodic reforecasting exercises and spending plans
- Support internal and donor monitoring for financial matters, including addressing donor requests for support documentations, files, policies and procedures clarification, etc.
- Liaise with RAI Deputy Director, Budgets and Planning to ensure accurate time and effort tracking for staff allocated to the project.
- Together with Director, ensure project expenses are reasonable, allocable, prudent and spent in accordance with the donor’s rules and regulations. Flag any issues for concern.
- Provide responses to inquiries from internal Accounts Payable and Budgets and Planning teams.
- In close collaboration with the Sr. Program Officer, Measurement & Partnerships, liaise with partners regarding any deviations or concerns in spending. Coordinate with Program Officer, Compliance on any compliance implications.
- Annual project budgeting
- Monthly budget vs. actual spending reports
- Ensure accurate tracking of project expenses in IRC’s enterprise resource planning (ERP) software (Microsoft Dynamics/Integra); serve as one of Switchboard’s dedicated purchase requisition (PR) creators.
- Periodic reforecasting exercises and spending plans
Job Requirements:
- 3+ years’ experience in budget management or finance for federally funded grants.
- Extremely strong attention to detail.
- Bachelor’s degree in relevant field or equivalent experience.
- Excellent interpersonal skills, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships.
- Demonstrated familiarity with generally accepted accounting principles (GAAP).
- Strong digital literacy: facility with MS Office and accounting software.
