PURPOSE OF POSITION:
Expert clinical and management knowledge, skills, and experience, and with latitude for independent initiative and exercise of judgment. Experience in managing projects with financial implications, performs confidential and detailed tasks and responsibilities to manage and ensure quality improvement measures and projects are continuously monitored and reported; under the supervision and direction of the Chief Quality Officer (CQO).
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
1. A Master’s degree in Arts or Science with a specialization in hospital administration, health care administration, administrative medicine or in public health when conferred for a program in hospital administration, from an approved college or university; or a
Baccalaureate degree; and,
2. One (1) year of administrative experience and background; or,
3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,
4. General knowledge of policies and programs utilized in the operation of a health care facility, ability to assimilate and analyze data, to recommend action based on analytical findings, and to assist in the solution of complex problems in health care administration and management.
ROLES AND RESPONSIBILITIES:
1. Administrative Functions: Serves with full responsibility, authority and accountability
a) Serves as liaison with hospital administration
b) Implementing change as required with independent judgement
c) Reviewing and Editing of existing procedures
d) Creation/drafting and approval of polices
2. Coordination: in collaboration with the Chief Quality Officer
a) Plans, organizes and chairs supervisory/staff meetings
b) Participates in planning, developing and implementing policies, procedures and programs
c) Is responsible for delegating staff assignments and coverage of the Quality Dept
d) Participates in planning the maintenance of appropriate records and statistics
3. Liaison with Hospital Administration:
a) Responsible for knowledge and planning in relations to compliance requirements and regulations promulgated by regulatory agencies, the NYC Health + Hospitals, the facility and the department
b) Interpretation for standards in regards to regulatory issues
c) Interpret patient data and strategic business decisions
4. Liaison with Medical Services:
b) Direct administrative responsibility for Department liaison with medical and other professional staff as it pertains to assigned responsibilities
5. Participates in staff recruitment and hiring
PROFESSIONAL FUNCTIONS:
Within the Quality Department is responsible for:
1. Supervision
- Direct supervision of supervisors and staff
- Provides leadership/guidance to assigned staff and intervenes to problem solve issues as required
2. The quality of Quality Management and staff performance
- Responsible for departmental personnel functions (staff schedules, hiring, disciplinary action, performance appraisals, etc.)
- Ensures ongoing staff education and competency
3. Participates in setting and maintaining standards for staff and establishing levels of competence
4. Participates in the development and implementation of new programs, and interpreting those to medical and hospital administrative personnel
Other Duties:
- Assigned to two clinical units to monitor assist develop their QAPI plan, balance score card and PI projects
- Assists the preparation of assigned depts. plans of correction for statements of deficiencies, including monitoring of compliance to maintain POC and prevent similar findings.
- Conducts new employee orientation education and training on Quality Assessment/Performance Improvement and ensures information shared are current, accurate, and evidence based.
- Active contributing member of assigned committees (e.g., RCA/Clinical Case Review Dept QAPI Committees and others) on quality measures development, monitoring, data analysis, and reporting.
- Manage/process requirements on assigned charts for review on ACOs, CMS validation and TJC/CMS core measures.
- Other duties as assigned by the Chief Quality Officer.
Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university in Management, Industrial Engineering, Business Administration or an approved systems-related program; and,
2. Six years of full-time, paid experience in business, government, hospital, educational institution or a non-profit organization in the development, analysis and implementation of systems and subsystems, manual and computer application, of which two years must have been in a supervisory, administrative or consultative capacity; or,
3. A Master's Degree from an accredited college or university in the programs in (1); and,
4. Five years of full-time, paid experience as indicated in (2), with one year required at the supervisory, administrative or consultative level; or,
5. A satisfactory equivalent combination of education, training and experience.
