Job Summary


This position is located at Central Office in St. Paul. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work in the office on occasion.

This position provides leadership and direction to the Airport Operations unit in Aeronautics. The position leads a team made up of state employees and contractors in the day-to-day inspection, maintenance, and operations of the state-owned, statewide system of airport navigational equipment used by aircraft for safe flight operations. This unit also oversees the inspection of heliports, airports, and commercial operators. This position develops and implements the capital investment plan for replacement and new navigational equipment. Additionally, this position provides pilot services in single and multi-engine aircraft. A person in this position serves on the Aeronautics management team.

In-state travel is required up to 60% of the time; this includes some in-state overnight travel.

Qualifications

Minimum Qualifications

Three years of professional supervisory (supervising professional employees) experience OR four years of advanced professional experience that demonstrates the following:

  • Experience implementing and administering policies and procedures.
  • Experience overseeing aviation operations sufficient to assess and determine compliance.
  • Budget experience sufficient to oversee section and staffing activities.
  • Experience interpreting and applying state and federal rules and regulations relating to aviation.

A valid Minnesota Class D driver's license.

Required Certifications:

  • Federal Aviation Administration (FAA) First Class Medical Certificate.
  • Commercial Pilot Certificate with instrument rating or Airline Transport Pilot Certificate, with airplane category single engine land class rating.

Preferred Qualifications

  • Experience in public agency transportation development, construction, and funding.
  • Experience in the aviation industry, particularly at an airport.
  • Extensive knowledge and experience with Minnesota statutes and rules relating to Aeronautics.
  • Extensive knowledge and experience with Federal Aviation Regulations including CFR Title 14, Part 77.
