MOHCD’s HOMEOWNERSHIP AND BELOW MARKET RATE PROGRAMS (HBMR)
MOHCD is organized into three divisions – HBMR, Housing Development, and Community Development. HBMR programs work within all divisions to inform policy and deliver affordable housing to the low- and moderate-income communities it is intended to serve. HBMR focuses on creating and implementing housing policies that deliver safe, stable, and sustainable affordable housing. We are recognized nationally for our innovative Inclusionary Housing program that delivers hundreds of below market rate ownership and rental units in market rate buildings each year; we are stewards of an extensive portfolio of Below Market Rate (BMR) units; we advance new housing production and inclusionary housing policies.
The Affordable Housing Lottery Preference Program Specialist performs a variety of activities related to the distribution of housing lottery preference certificates to be used to improve the chances of accessing an affordable housing unit in San Francisco. Under the direct supervision of the Affordable Housing Lottery Preference Manager, the incumbent focuses on the Displaced Tenant Housing Preference (DTHP) program created to address the housing needs of low to moderate income tenants displaced from their rent-controlled unit because of the State mandated Ellis Act, or owner-move-in, expiring affordability restrictions, and fire destruction. Additionally, the incumbent assists with the implementation of all other affordable housing lottery preferences mandated by Article 47 of the City’s Administrative Code. Currently this includes a lottery preference for Veteran’s, former residents of the City’s public housing and those displaced by the former Redevelopment Agency during the 1960’s and 70’s and their descendants. Specific duties may include assisting in the development and implementation of policies and procedures; maintaining a Salesforce client application and database system; maintaining a digital filing system; processing requests for certificates for preference programs; reviewing documentation and determining program eligibility; providing written and verbal correspondence regarding preference programs, affordable housing and other resources; assuring equitable access to City sponsored affordable housing for certificate holders; monitoring compliance with the program; handle all incoming and outgoing calls, emails and website and in person inquires related to the program; provide resources and conduct outreach and education activities to other agencies and the general public. The candidate assists with program planning, development, project implementation, reporting and evaluation and other duties as required.
Required Qualifications:
- Demonstrated strong organizational skills.
- Demonstrated ability to collect, analyze and present information
- Experience in project management.
- Strong Microsoft office suite and database skills.
- Ability to be flexible and work as a team
- Familiarity with governmental regulations and legislation at the local, state and federal level around affordable housing and homeownership.
- Ability to efficiently execute instruction, be proactive and work independently to properly prioritize multiple assignments with competing needs
- Experience working with community-based organizations, tenants, as well as leasing and sales agents
- Familiarity with residential leasing and real estate transactions.
- Ability to appropriately work with communities and individuals that have or are experiencing trauma
- Excellent oral and written communication skills
- Capacity to undertake and prioritize various responsibilities.
- Familiarity with San Francisco’s affordable housing distribution or similar programs.
- Commitment to contributing to MOHCD’s work to advance racial equity.
1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR
4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
