The City of Napa is seeking to fill a Housing Specialist opening in our Housing Division in the City Manager's Department. Our Housing Division is responsible for affordable housing programs in the City including rental assistance programs and housing rehabilitation programs. The Housing Division coordinates the City's Community Development Block Grant Program and provides financing for the development of affordable housing. We also staff the Housing Authority of the City of Napa which administers affordable housing countywide, including the Section 8 rental assistance program. Additionally, the Housing Division administers various Federal, State and local programs to assist the community by providing affordable housing and supportive services at all levels of affordability. As a Housing Specialist, you may be asked to provide support to our Section 8 Housing Choice Voucher Program, grant and loan programs, homeless prevention and diversion program, and other affordable housing programs. Some of these duties will include oversight of landlord payments, ensuring lease agreements are executed by owner/tenant in a timely manner, day-to-day coordination of eligibility, leases, and terminations, reviewing applications, answering applicant questions, following up on documentation, updating applicant status in our record keeping system, and much more. In this role, you will excel at exceptional client-centered interactions while operating accurately and efficiently. Any background and knowledge of federal and state housing regulations and programs, affordable housing or homeless services programs, and communications with tenants and landlords are helpful to reach success in this role!

We are looking for a team player with a strong attention to detail and effective communication skills who enjoys working with members of the public. Applicants with experience in working with affordable housing, homeless services, rehabilitation, and rental assistance programs are encouraged to apply! Bilingual skills in English/Spanish are highly desirable, but not required for this position.

This recruitment and examination is being conducted to fill one (1) vacancy and may be used to fill future similar full-time and limited-term vacancies as they occur during the active status of the employment list. The active status of this employment list will be for six (6) months unless abolished sooner or extended beyond that date in accordance with the Civil Service Rules.

SELECTION PROCESS

The City of Napa utilizes a Civil Service Selection System founded on merit. Such a system is competitive and based on broad outreach efforts and equal opportunity for qualified applicants to take part in a process designed to determine the qualifications, fitness and ability of competitors to perform duties of the vacant position. Many of our recruitments are targeted and specific to the needs of a current vacant position, in which case, an eligible list may be exclusively used for that current vacant position. Other recruitments and eligible lists may be more broadly used for both current and future vacancies, or for other alternate jobs with comparable scopes of work.
The promulgated eligibility list for this recruitment will be at least six months, unless extended or abolished sooner.
What happens next?
  • Applicants selected to move forward in the process may be asked to participate in any combination of the following (at any phase of the selection process): a written examination, job related exercise, phone interview, in-person interview(s), and/or web-based testing.
  • When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Human Resources Department.
  • Based on the City Charter, the final phase of the selection process is the Probationary Period, which in most cases is six (6) months, but may be twelve (12) months depending on your classification.
  • We will review your application and all supplemental materials to select the best qualified applicants to continue in the process. Screening will include a review of minimum qualifications, application appraisal rating of education, training and experience and relevance of background qualifications related to the target job as well as supplemental questions if applicable.
