Affordable Housing Lottery Preference Manager

The Affordable Housing Lottery Preference manager leads a staff of two and is responsible for the distribution and implementation of all current San Francisco’s affordable housing lottery preferences and develops new lottery preference’s in compliance with all local, state and federal laws. The City gives lottery preference to households displaced by the former San Francisco Redevelopment Agency in the 1960’s and 70’s through its Certificate of Preference (COP) program. In 2021, the Governor signed legislation enabling MOHCD to extend the rights of the COP program to the direct descendants of those displaced. The legislation provides lottery preferences for the leasing and sale of housing within the former San Francisco Redevelopment Agency’s Project Areas. MOHCD is looking for a seasoned team leader with a strong understanding of the effects of former Redevelopment Agency displacement on African American and other communities of color, to create and oversee the expansion the COP program to all City sponsored affordable housing.

Additionally, the City has an established system to provide affordable housing lottery preference certificates to households that are permanently displaced from their affordable housing as a result of the state’s Ellis Act, owner move-in evictions, fire damage, and expiring rent restrictions. Finally, the City gives lottery preference to people living within the same supervisorial district (+ ½ mile radius) of newly constructed affordable housing developments as well as former residents of HopeSF properties applying for unsubsidized units within those newly renovated projects. The Affordable Housing Lottery Preference Manager oversees the distribution of all affordable housing lottery preference certificates to eligible individuals. MOHCD’s Homeownership and Below Market Rate Programs

MOHCD is organized into two divisions – Housing and Community Development. The Homeownership and Below Market Rate (HBMR) programs work within both divisions to inform policy and deliver affordable housing to the low and moderate income communities it is intended to serve.

HBMR focuses on creating and implementing housing policies that deliver equitable, safe, stable, and sustainable affordable housing. We are recognized nationally for our implementation of innovative affordable housing lottery preference programs that deliver hundreds of affordable ownership and rental units, each year. We are stewards of the City’s precious affordable housing resources and ensure that they are delivered to the intended households. Our diverse staff and leadership work together to:

  • Administer a diverse set of programs to develop new opportunities for home ownership for low to moderate income households in this high cost city.
  • Incubate new programs, initiatives, and mixed income housing developments that further our production and preservation activities.
  • Guide and coordinate citywide housing policies under direction of the Mayor and through collaboration with the Board of Supervisors and other City departments.
  • Monitor the long-term affordability and physical viability of the City’s Inclusionary portfolio of over 3,000 units to ensure that these valuable assets are being used by those in most need.
  • Conduct program evaluation and research to document housing needs and trends and communicate accomplishments to elected officials, collaborating partners, and the public at large.
  • Work in partnership with the City’s communities, organizations and people that have been most harmed by racial inequity to shape where they live and work, create thriving neighborhoods, celebrate diverse cultures and build intergenerational wealth through MOHCD policies, programs and practices.

Qualifications


1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

Substitution:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
