The primary purpose of this position is: To serve as the Executive Staff Officer performing the duties listed herein as the Personal and Confidential Assistant to the Executive Officer (XO) and Senior Enlisted Advisor to the Chief of the national Guard Bureau on substantive matters of direct interest and concern to the SEA. Responsibilities Provides expert guidance and assistance in the management of complex projects, studies, and action items, keeping the XO and SEA informed of critical developments and providing or obtaining expert advice on all administrative aspects of various problems or situations that may arise. Advises the XO and SEA and other senior leadership of all sensitive issues raised in incoming actions and provides staff elements with any specific instructions or comment from the SEA or senior leadership. Carries out high priority assignments, studies, and projects personally assigned by the XO and SEA on a wide variety of sensitive and confidential matters. Acts in the absence of Executive Officer and ensures organization's strategic plans, mission, vision and values are communicated and integrated into the team's strategies, goals, objectives. Articulates and communicates program issues under review, and deadlines and time frames for completion. Requirements Conditions of Employment Qualifications Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. This position has been designated by the Air Force as Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. (Category II/Type 5/Code O).   • SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of doctrine, missions, roles, functions, organizational structures, relationships and communication themes and messages of Department of Defense, National Guard Bureau (NGB), Army, Air Force and DoD organizations. Knowledge of current events and international political affairs and changing political dynamics. Knowledge of concepts, principles and practices of customs and nationally unique customs and courtesies etiquette and protocol in order to direct and manage events involving senior NGB leaders, their counterparts and guests. Mastery of written and oral communications. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Strong ability to plan and organize work. Ability to interpret and apply rules, regulations, and procedures. Ability to use correspondence rules and regulations to prepare and/or edit written correspondence, ensuring proper use of English grammar, spelling and punctuation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
