Job Description
Summary The Smithsonian Institution is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo shaping the future by preserving heritage, discovering new knowledge, and sharing our resources with the world. The mission of the National Zoo and Conservation Biology Institute (NZCBI) is to save species by using cutting-edge science, sharing knowledge and providing inspirational experiences for our guests. Responsibilities The Administrative Officer manages Conservation and Science business operations, including finance and administration, workforce management, policy compliance and oversight of the Smithsonian-Mason School for Conservation partnership. In this position you will: Coordinate staff efforts to ensure that continued high quality performance is maintained, conflicts are minimized, and that policy decisions are effectively carried out. Provide guidance on short and long-range capital plans, direct budgets to help achieve NZCBI master plan goals, and ensure that the Conservation and Science Directorate has established adequate control systems to monitor expenses to not exceed the budgeted amount. Direct and coordinate operational programs and activities, including budget formulation and execution, human resource management, procurement and contracting, and grants management. Advise the Director of Conservation and Science in the formulation of policies, program goals and objectives. Review, in conjunction with the appropriate department heads, the various programs of research, education, and conservation to assure consistency with NZCBI and SI priorities, and Association of Zoos and Aquariums (AZA) and USDA guidelines and policies. Requirements Conditions of Employment Requires career/career-conditional status or eligibility. Males born after 12/31/59 must be registered with Selective Service. Qualifications Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service. For this position Specialized Experience is defined as: Demonstrated experience providing advice and guidance in the following areas of administrative management: budget formulation, execution, and justification; procurement; travel; and human resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week. Education This position does NOT have positive education requirements.
