Job Description

Program Specialist VI
The ADA Program Coordinator (Program Specialist VI) is selected by the Civil Rights Manager and performs in a highly specialized consultative, technical capacity in researching, planning, developing, and administering the Civil Rights Program in compliance with applicable federal and state civil rights laws, specifically relating to the Rehabilitation Act, the Texas Commission on Human Rights Act, and the Americans with Disabilities Act. Serves in a leading support role as the primary resource on ADA and other related issues and provides guidance and assistance to program staff, government agencies, the general public, and other stakeholders in compliance with HHS policy. Works under general supervision, with considerable latitude for the use of initiative and independent judgement. Responsibilities include Provides broad consultative/technical assistance related to civil rights issues, specifically disability issues, reasonable accommodations, religious accommodations, and compliance reviews. Prepares detailed and comprehensive reports on findings and recommendations for resolutions involving ADA and/or other civil rights issues. Monitors requests for reasonable accommodation and serves as a technical consultant on issues involving disabilities and/or reasonable accommodations. Provides mentoring for staff in the area of ADA in employment and/or provision of services. Serves on committees and takes a leadership role in special projects and assignments. Develops policy and procedures to ensure compliance in assigned areas of policy/law. Develops, coordinates, and provides civil rights and related training relating to ADA, disability, reasonable accommodations, compliance reviews, etc. Serves as a mediator and investigates complaints and/or charges of discrimination, as directed. Performs additional duties as may be assigned or required to achieve the objectives of the Civil Rights Program.

Essential Job Functions:
EJF #1: Processes and reviews responses to requests for reasonable accommodation. Reviews reasonable accommodation requests and provides initial and follow-up consultation as requested. Reviews and approves case closure memos; refers and consults with CRO management on complex cases (40%)
EJF #2: Provides technical assistance regarding reasonable accommodations. Provides accurate information relating to civil rights policy, procedures, and applicable law. (15%)
EJF #3: Completes investigations and charge responses in accordance with CRO procedures and applicable civil rights regulations and guidelines. (15%)
EJF #4: Works to ensure program consistency by managing the review process for integration of new methods and procedures to achieve objectives for Operations. Makes recommendations to improve internal processes related to accommodation requests. Monitors changes impacting current and former mandates/procedures to ensure compliance. Coordinates program efforts and ensures team members are properly applying policies and procedures to accommodation requests (10%)
EJF #5: Provides guidance and counsel to employees regarding reasonable accommodation policy and procedure and/or civil rights related issues and concerns. Responds to client inquiries and provides guidance/counseling on proper procedures, etc. (10%)
EJF #6: Conducts mediation sessions and prepares resolution agreements. Serves as a neutral facilitator of communication to resolve employment relation disputes. Prepares accurate resolution agreements that represent the interests and agreements of both parties within established time frames. Attends MAG meetings to ensure consistency with related policy, law, and procedures. (10%)

Knowledge Skills Abilities:
Knowledge of state and federal civil rights laws and regulations.
Knowledge of HHS policies and programs, state and federal laws and regulations relating to HHS programs, and State of Texas legislative processes and initiatives.
Knowledge of program planning and implementation.
Knowledge of the Americans with Disabilities Act, the reasonable accommodation process, and related HHS policies and procedures.
Skill and ability to process request for reasonable accommodation, conduct research, analyze information and solve problems.
Skill and ability in interpreting and applying applicable state and federal laws and regulations, including ADA, Section 504 of the Rehabilitation Act, the Texas Commission on Human Rights Act, and related regulations and HHS policies.
Skill in counseling and ability to relate to employees at all levels.
Skill in mediation and conflict resolution.
Skill in interpersonal relationships including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of stakeholders within and outside of the HHS Enterprise.
Ability to effectively communicate orally and in writing.

Required:
Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.
Preferred:
Experience in processing reasonable accommodation requests, methodologies, including researching, organizing, and analyzing information to reach a determination and finding.
Experience in a relevant field may substitute for education.

The posted salary range reflects the minimum and maximum allowable by state law. The offered salary will be determined in accordance with budgetary limits and the requirements of HHS Human Resources Manual.
